Published by Ministry of Water Resources, Water Resources Planning Organization. Procuring Entity: Project Director, Preparation of National Water Resources Plan (NWRP). The overall objective of this assignment is to formulate a National Water Resources Plan (NWRP) in accordance with the mandate of the Bangladesh Water Act, 2013, particularly Article 15 and relevant other national documents. NWRP will be developed through a comprehensive review, update and enhancement of National Water Management Plan (NWMP) 2001, incorporating all relevant policies, acts, rules and strategic frameworks to ensure sustainable, integrated and coordinated management of the country's water resources.
The main activities of the Package No. S-01 are:
To Prepare a macro-level, integrated and holistic Water Resources Framework Plan for Bangladesh based on comprehensive quantitative and qualitative assessment of the water resources and critical review of the National Water Policy (NWPo)1999, other key water-related policy and planning documents, including the National Water Management Plan (NWMP) 2001, in compliance with Article 15 of the Bangladesh Water Act, 2013. To perform this task, the Consultant shall undertake the following:
a) Develop a stakeholder-mapping framework
b) Assess water resources availability
c) Assess current and projected sectoral water demands
d) Develop a phase-wise holistic framework for water-sector interventions
e) Identify and prioritize critical water bodies and floodplains
f) Develop an indicator-based Monitoring and Evaluation (M&E) framework
Details are furnished in the Terms of Reference (ToR), which can be obtained from the office of the Procuring Entity as well as in the website of WARPO (www.warpo.gov.bd). Procurement Method: Quality and Cost Based Selection(QCBS). Budget and Source of Funds: Development Budget GOB. Experience and Resources Required: 1. The Lead Firm or Joint Venture (JV) consulting firm(s) or combination of both must have a minimum of ten (10) years of experience in water resources planning at the regional or national level
2. The Lead Firm or JV consulting firm(s), either individually or collectively, must demonstrate proven experience in water resources planning at the regional or national level, basin-wide planning, preparation of water-related master plans, formulation of water resources policies, feasibility studies of water resources or environment-related projects, as well as implementation of water resources management and climate-related projects. The Lead Firm or JV consulting firm(s), either individually or collectively must possess completion certificates for at least four (4) similar projects, subject to the following conditions:
a) At least three (3) of these projects must have been completed for Government of Bangladesh (GoB) agencies; and
b) At least one (1) project must have been executed under a GoB contract with a minimum value of BDT 5.00 (Five) crore and accumulated contract value for other two projects should be minimum BDT 1.00 (One) crore.
3. Must have audit report for the previous 03 (three) years and the audit report must reflect the average yearly turnover of the firm at least BDT 5.00 (Five) crore.
4. Must have minimum BDT 6.00 (Six) crore as liquid assets (certificate or proof on availability of liquid assets or fund availability, must be issued 03 (three) months from the date of EOI submission by the concern authority)

Interested firm(s) may form Joint Venture, Consortium or Association (JVCA) with other local firms to enhance their qualification and experience.
