I. Context and Justification
The Government of Côte d’Ivoire has adopted the Sector Education-Training Plan (PSE) which defines the orientations of the Ministry in charge of National Education and Literacy until 2025. This PSE benefits from the support of technical and financial partners. The conclusions of the National Education and Literacy General Assembly (EGENA) have confirmed the major reform projects (including the reform of early learning, the reform of middle school, the reform of governance) which are already being carried out by the Sector Education Plan.
It is in this context that the International Development Association (IDA-World Bank) is financing, jointly with the Global Partnership for Education (GPE), a part of the PSE 2016-2025. The financing amounts to 264.7 million US dollars. This financing has led to the establishment of the Basic Education System Strengthening Program (PRSEB).
The Development Objective (PDO) of the PRSEB is to improve: (i) equitable access to education and school health services at the preschool, primary, and lower secondary levels; (ii) improve learning outcomes; and (iii) strengthen performance-based management along the education service delivery chain.
In terms of improving the quality of learning, the Government has adopted the National Program for the Improvement of Early School Learning (PNAPAS), which has been effectively implemented nationwide since the 2024-2005 school year. Its implementation relies on the manuals, workbooks, and pedagogical guides used in classroom practices within the PAPSE framework, particularly the Decipherable (CP1, CP2, and CE1) or Mathematics Book (CE2) and the Decodable (CP1, CP2, and CE1) or Reading Book (CE2), as well as the teacher guides for each subject and the supports/tools tested in other projects.
The implementation strategy follows that of cohorts. Thus, for the 2024 and 2025, 2025-2026, and 2026-2027 school years, the Ministry of National Education, Literacy, and Technical Education (MENAET), through its national textbook development teams, has updated existing productions from the PAPSE Project and made them available to schools throughout the country. However, the production of these materials proved to be lengthy and affected the delivery deadlines to students, occurring almost two months after the start of the school year each year.
This Call for Expressions of Interest (CEI) aims to select a Publisher for the development of the content of the pedagogical materials for the first year of middle school (CM1) and the second year of middle school (CM2).
