Air transport services on domestic routes - lot 1

Description of the services to be provided (for LOT 1): Reservation and issuance of electronic air transport tickets "e-tickets" (also called electronic airline tickets), which will be carried out with due diligence and according to the following technical characteristics of the service: a) reservation and issuance of electronic airline tickets "e-tickets" will be carried out for the benefit of the INS buyer, for domestic routes (destinations and/or, as the case may be, departure points within Romania) and/or for international routes (destinations and/or, as the case may be, international departure points), according to LOT 1, by economic operators who have specialized personnel in ticketing activities; b) reservation and issuance of electronic airline tickets "e-tickets" will be carried out whenever needed, in accordance with the needs and constraints of the INS buyer, for the execution periods that will be specified in the "Invitations to participate in the competition resumption process (re-bidding)" and in future subsequent contracts/firm orders to be awarded within the validity period of the framework agreement for services, which is 4 calendar years from its conclusion date (for LOT 1); c) reservation and issuance of electronic airline tickets "e-tickets" will be carried out for officials of dignitary rank and/or for employees and/or, as the case may be, for other categories of delegates of the INS contracting authority, participating in travel on domestic and/or international routes (LOT 1); all categories of persons listed in this paragraph, on whose behalf reservations will be made and electronic air transport tickets "e-tickets" will be purchased, on domestic and/or international routes (LOT 1), during the execution of subsequent contracts/firm orders of the future framework agreement for services of lot(s) 1 and/or 2, will be hereinafter referred to in this technical specification as "travel beneficiaries". d) the categories of tickets that will be requested within the subsequent contracts/firm orders, during the execution of the framework agreement, may be:  depending on the type of flight: predominantly, round-trip tickets, and, as the case may be, also one-way tickets, and/or return tickets only, and/or tickets for multiple destinations (flights/connections);  depending on the aircraft comfort class: "Business" class tickets (for dignitaries) and/or "Economy" class tickets (for other categories of employees or delegates), and, in exceptional cases, "low cost" single comfort class;  depending on the flight date programming: including weekend days or not, in the flight dates; NOTE: The general technical-financial characteristics of the electronic air transport ticket (also called electronic airline ticket) / "e-ticket" are detailed in subsection V.2. e) reservation and issuance of electronic airline tickets "e-tickets" will be carried out, mainly, for flights with aircraft of scheduled airlines (members of the International Air Transport Association – IATA or equivalent air transport associations) and, secondarily (at the express request of the prospective buyer INS or if there are no flights of IATA member airlines or equivalent, to the requested destinations), with aircraft of companies operating "low cost" flights. Minimum/maximum quantity of services for the entire framework agreement (2 lots): min 80 electronic airline tickets / max. 705 electronic airline tickets, of which FOR LOT 1 - Domestic routes min 40 electronic airline tickets / max. 80 electronic airline tickets. Estimated minimum/maximum value of services, for the entire framework agreement (2 lots): min 40,000.00 euro / max. 500,000.00 euro, of which FOR LOT 1 - Domestic routes min 8,000.00 euro / max. 16,000.00 euro.
