Hankinnan kohteena on sisäisen laskennan ja talousohjauksen ohjelma SaaS-palveluna (EPM – Enterprise Performance Management). Hankinnan kohteena oleva sisäisen laskennan ja talousohjauksen ohjelma hankitaan ohjelmistopalveluna, tarkoittaen, että ohjelma tarjotaan tarjoajan hallinnoimasta ympäristöstä siten, että Tilaajan vastuulla ovat vain ohjelmistopalveluun yhteyden saamiseksi tarvittavat laitteet, ohjelmistot ja tietoliikenneyhteydet. Hankinnan kohteena oleva sisäisen laskennan ja talousohjauksen ohjelma (jatkossa sisäinen laskentaohjelma) tulee tuottaa organisaation talouden suunnittelua ja ennustamista, sisäisiä laskentasääntöjä, seurantaa ja raportointia.
