TENDER NOTICE
TITLE: Supply and Installation of full automated Greenhouses for Irish Potatoes Seeds Multiplication under Volcanoes Community Resilience Project (VCRP)
- The Rwanda Environment Management Authority (hereinafter called ‘’Client”) has a budget towards the cost of Supply and Installation of full automated Greenhouses for Irish Potatoes Seeds Multiplication under Volcanoes Community Resilience Project (VCRP). The Client intends to apply a portion of the funds to eligible payments under the contract for which this Bidding Document is issued.
- Rwanda Environment Management Authority invites qualified bidders to submit bids for the of Framework contract supply chemicals and consumables of laboratory as mentioned in the statement of Requirements.
- Tender document in English may be obtained from the E-Procurement system for Rwanda (www.umucyo.gov.rw). For submission of their bids, all interested bidders must pay non – refundable fee of Ten hundred Rwandan Francs (10,000rwf) to the accounts of Rwanda Revenue Authority opened at any commercial Bank.
- All interested bidders may obtain some complementary information by writing using the E–Procurement System not later than 14 days before the fixed deadline for the submission of bids.
- Interested bidders must submit a bid security referring to E-procurement system .
- All bids will be submitted online using the E-Procurement system before the date and time indicated therein. Late bids will not be accepted by the system. Bids will be opened automatically by the E–Procurement system on the same day at time indicated therein.
- Interested bidders shall conduct a mandatory field visit on 8th and 9th January 2026. On 8th January, bidders will visit TAMIRA RAB Station, located in Bugeshi, and on 9th January, they will visit Musanze RAB Station, located in KINIGI. Bidders who fail to attend the field visit or to submit a valid field visit certificate shall be disqualified.
- The bids shall remain valid for a period of 120 days starting from the submission deadline indicated in the system.
- Bidding process shall be conducted in accordance with the Public Procurement Law N° 031/2022 of 21/11/2022 and ministerial order N°:002/20/10/TC of 19/05/2020 Ministerial Order establishing regulations on public procurement.
Note: The field visits will take place as follows: on 8th January, bidders will visit Tamira RAB Station, located in Bugeshi, from 11:00 AM to 2:00 PM; and on 9th January, bidders will visit Musanze RAB Station, located in Kinigi, from 11:00 AM to 2:00 PM.
