1. The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Niger State Adolescent Girls’ Initiative for Learning and Empowerment Project (NIGERAGILE) and intends to apply part of the proceeds toward payments under the contract for supply and installation of solar power system to 175 selected Schools in Niger State. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
2. The Niger State Ministry of Basic and Secondary Education, through the office of the Project Coordinator, Niger AGILE, now invites sealed bids from eligible Bidders for the supply and installation of solar powered system to 175 selected Schools in Niger State

3. Bidding will be conducted through Open National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Projects Financing” September, 2025 (“Procurement Regulations”) available on www.worldbank.org/procure and is open to all Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from the office of the Niger State Adolescent Girls’ Initiative for Learning & Empowerment Project (NIGERAGILE) and inspect the bidding document during office hours from 9:00 am to 4:00 pm (local time) at the address given below.
5. The bidding document in English language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One Hundred Thousand Naira (N100, 000.00) only. The method of payment will be direct deposit to the specified account below. The document will be made available at the address below on presentation of proof of payment.

7. All Bids must be accompanied by a Bid-Security from a reputable commercial Bank and the amount of bid security shall be 2.5% of the total bid price
8. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
