Population alarms

The Pohjois-Pohjanmaa Wellbeing Services County (hereinafter Pohde) is seeking tenders for permanently installed electronic population sirens in accordance with this tender request and its appendices. The estimated procurement volume for the procurement period is 24 units, with an estimated 9 sirens to be procured in 2025. To be considered for the tender comparison, bidders must offer solutions for both items listed: Item 1) Population Siren and Item 2) Battery replacement cost. The procurement contract will be valid for two (2) years, with the possibility of a 1+1 year extension option, which the client will decide on separately. Furthermore, the client will separately decide on a potential maintenance contract and its scope after the warranty period. The consumption quantities of the devices indicated in the tender request are estimated figures provided solely to support the bidding process. The procurement contract does not create a binding purchase obligation for the contracting entity; actual consumption may be higher or lower. The contracting entity will select one (1) supplier whose solution offers the best price-quality ratio (most economically advantageous). During the contract period, the wellbeing services county will allocate funds for procurements under this tender request annually. Procurements will be carried out within the allocated budget each year. If no funds are granted for a specific year, no procurements under the procurement decision will be made that year.
