Aninver Development Partners is currently preparing a competitive proposal for an upcoming consultancy assignment in Spain focused on the strategic optimization, refurbishment, and concession structuring of a major municipal facility. The project aims to evaluate the potential for adapting a prominent public asset through a robust public-private partnership model, ensuring long-term operational sustainability, enhanced community integration, and vibrant commercial and cultural activation.

To successfully execute this mandate, we are seeking a qualified Architect and/or Urban Planning Technician to join our multidisciplinary team. The successful expert will play a critical role in conducting comprehensive spatial, structural, and regulatory analyses to determine the viability of refurbishment and adaptation works, contributing directly to a comprehensive feasibility study that aligns physical design with market-driven operational requirements.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Assess physical, architectural, and urban planning variables affecting the refurbishment and adaptation of the existing building.
• Analyze spatial constraints, structural capacity, and urban integration in compliance with local regulations.
• Evaluate potential expansion and rehabilitation possibilities to support diverse commercial, cultural, and community uses.
• Collaborate closely with the multidisciplinary team to integrate physical design parameters into the overarching financial and operational concession model.

Scope of work

• Assess the local and regional demand for events, entertainment, cultural, and commercial activities to inform spatial requirements.
• Analyze the physical structure, spatial layout, and urban integration of the municipal facility.
• Review refurbishment and expansion possibilities in line with local urban regulations and technical constraints.
• Contribute to the development of prioritized matrices of potential uses based on architectural and structural viability.
• Participate in technical coordination meetings with the municipal technical committee and project stakeholders.

Your role as Architect and/or urban planning technician

• Conduct detailed architectural and urban planning assessments of the existing municipal facility.
• Evaluate the structural condition, spatial layout, and technical constraints impacting potential refurbishment works.
• Analyze local urban regulations and zoning requirements governing the property and its surrounding environment.
• Assess expansion and rehabilitation possibilities to accommodate a mix of commercial, cultural, and community activities.
• Provide technical inputs for the preparation of the comprehensive usage proposal and feasibility study.
• Ensure all physical and structural proposals align with the requirements for a future public-private partnership concession scheme.

Requirements

• Education: University degree in Architecture or Urban Planning
• Minimum 3 years related to urban planning analysis and assessment of expansion and rehabilitation possibilities of existing buildings

Desirable

• Experience in projects associated with public works concessions and public-private partnerships.
• Prior involvement in the refurbishment or adaptation of large-scale cultural, civic, or entertainment facilities.

An experienced Architect or Urban Planning Technician with a strong background in building rehabilitation, urban analysis, and technical feasibility assessments for public infrastructure projects in Spain.
