Aninver Development Partners SL (www.aninver.com) is looking for a Economist and/or project financial analyst for a consultancy assignment in Spain.

Aninver Development Partners SL is currently preparing a proposal for an upcoming consultancy assignment in Spain focused on optimizing the utilization and operational model of a major municipal facility. The initiative aims to evaluate the potential for refurbishment and subsequent concession of the venue to a private operator, establishing a robust framework for a future public-private partnership (PPP).

To strengthen our expert team for this multidisciplinary project, we are seeking a qualified Economist and/or Project Financial Analyst. The successful candidate will play a critical role in developing comprehensive financial and operational models from the perspective of a private concessionaire, ensuring long-term financial sustainability and compliance with public contracting legislation.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

  • Develop a robust, market-aligned financial model to evaluate project viability under a concession scheme.
  • Assess capital expenditure (CAPEX), operational expenditure (OPEX), projected revenues, and cash flows.
  • Conduct risk allocation and sensitivity analyses from the standpoint of a private concessionaire.
  • Ensure financial structures align with public-private partnership (PPP) frameworks and relevant contracting legislation.

Scope of work

  • Assess local and regional demand for events, entertainment, cultural, and commercial activities.
  • Identify viable operational models and define a prioritized matrix of potential uses for the municipal facility.
  • Analyze physical, architectural, and urban planning variables affecting the refurbishment and adaptation of the building.
  • Measure projected economic, social, and employment impacts on the local municipality and surrounding economic ecosystem.
  • Develop a comprehensive financial feasibility model covering all economic and commercial parameters of the concession.

Your role as Economist and/or project financial analyst

  • Design and construct detailed financial models for investment projects featuring a concession component or PPP.
  • Evaluate project financial viability and sustainability under various operational and commercial scenarios.
  • Analyze capital expenditure (CAPEX) and operational expenditure (OPEX) requirements for facility refurbishment.
  • Perform risk allocation assessments and sensitivity analyses for prospective private concessionaires.
  • Collaborate closely with multidisciplinary team members, including architects, urban planners, and socioeconomic experts.
  • Contribute to the drafting of comprehensive feasibility reports and usage proposals for municipal stakeholders.

Requirements

  • Education: Degree in Economics, Business Administration (ADE) or similar
  • Minimum 3 years in financial modeling of investment projects with a concession component or PPP (Public-Private Partnership)

Desirable

  • Previous professional experience with municipal facilities, cultural infrastructure, or public works concessions.
  • Familiarity with Spanish public contracting legislation and procurement frameworks.

An experienced Economist or Financial Analyst with a strong background in PPP financial modeling and concession projects, eager to contribute to high-impact municipal infrastructure developments in Spain.
