Aninver Development Partners is seeking a Local Support Specialist for an upcoming proposal funded by UNDP in El Salvador. The assignment focuses on water resources management, local governance, and peacebuilding within a region facing climate vulnerability and social tensions, specifically addressing inclusive access to water and the reduction of socio-environmental conflicts.

The successful candidate will provide essential local coordination and operational support for a comprehensive national diagnostic on water resource management. This initiative emphasizes a human rights-based and gender-inclusive approach, ensuring the active participation of rural communities, local institutions, and marginalized groups in shaping sustainable water governance frameworks.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Support the implementation of a comprehensive baseline diagnostic on water resource management and local dialogue platforms in the target region.
• Assist in identifying current and potential water-related conflicts across domestic, agricultural, agro-industrial, and ecosystem uses.
• Facilitate stakeholder mapping and community-level consultations with a strong focus on gender, intersectionality, and social inclusion.
• Contribute to assessing local institutional capacities and community knowledge regarding water governance and conflict resolution.
• Support the preparation and execution of field research activities and validation workshops with local counterparts.

Scope of work

• Assist in the preparation and logistical organization of field activities, including initial stakeholder mapping and secondary data review.
• Support preliminary legal and governance analyses regarding water tenure arrangements and use rights.
• Coordinate exploratory meetings and engagement sessions with local stakeholders, community leaders, and water users.
• Support the execution of qualitative field interviews and community consultations with diverse water user groups.
• Assist in gathering, organizing, and synthesizing primary data to support the final diagnostic report and validation workshops.

Your role as Soporte Local

• Provide local logistical and operational support for the execution of diagnostic field activities in the assigned municipalities.
• Assist senior experts in coordinating stakeholder interviews, community meetings, and participatory dialogue sessions.
• Help gather local data, secondary literature, and documentation related to water management and community organization.
• Support the documentation and reporting of field findings, ensuring accurate representation of local community feedback.
• Facilitate communication between the international/national consulting team and local stakeholders, authorities, and community groups.
• Assist in organizing local validation workshops and feedback sessions for project deliverables.

Requirements

• Education: Estudios técnicos o universitarios en ciencias sociales, desarrollo local, ciencias ambientales o campos afines, con conocimiento del contexto socioeconómico y comunitario de El Salvador
• Gestión local del agua, conflictos y espacios de diálogo: experiencia en facilitación de procesos comunitarios, trabajo de campo con actores locales y recolección de información cualitativa sobre gestión de recursos naturales, agua o conflictividad social en El Salvador, específicamente en el municipio de Chalatenango Norte
• Languages: Español
• National of, or based in, the project country

Desirable

• Prior experience working on UNDP or international cooperation projects in the country.
• Familiarity with gender-inclusive approaches and rights-based frameworks in local development.
• Previous experience working in border regions or areas facing socio-environmental tensions.

An organized and locally connected professional with a background in community engagement and project support, eager to contribute to inclusive water governance and peacebuilding efforts in El Salvador.
