Delivery of net active electrical energy – low and medium voltage and selection of a standard balancing group coordinator for the needs of the National Academy of Arts (NAA)

This public procurement includes the delivery of low and medium voltage electrical energy with full administration of the information flow with the Electricity System Operator (ESO) and assumption of costs for imbalances for the contracting authority's sites, in accordance with the requirements of the Energy Act (EA), the Rules for Trading with Electrical Energy (RTEE), and the Rules for Measuring Electrical Energy Quantity (RMEEQ). The subject of this public procurement includes the delivery of net active low-voltage electrical energy and the selection of a balancing group coordinator for the NAA's sites located in the Republic of Bulgaria. The delivery includes: low-voltage electrical energy delivery, preparation of documents and registration upon initial change of supplier; planning and forecasting on behalf of the Contracting Authority; preparation and submission of hourly load schedules on behalf of the Contracting Authority, with the risks associated with forecasting and imbalances remaining at the contractor's expense, and participation in the company's balancing group. In the capacity of a 'standard balancing group coordinator', the contractor shall assume responsibility for balancing the contracting authority's sites, include the contracting authority as a participant (indirect member) in a standard balancing group with the contractor as coordinator, without the contracting authority paying a participation fee, and ensure forecasting of the contracting authority's consumption, including administration of the contracting authority's hourly consumption schedules.
