Assignment Title: Consultancy Services for the Establishment of Policy Framework for Zanzibar’s National Spatial Data Infrastructure (ZanSDI)

This request for expression of interest follows the General Procurement Notice for the Boosting of Inclusive Growth for Zanzibar Project (BIG-Z) that appeared in the UN Development Business online No. WB-P811333-8 of 27-08-2021.
The United Republic of Tanzania has received financing from the World Bank toward the cost of the Boosting Inclusive Growth for Zanzibar Project (BIG-Z), and intends to apply part of the proceeds for consulting services.
The Consultancy Services (“the Services”) includes: undertaking a comprehensive legislative and regulatory audit; institutional mapping and formalization of stakeholder roles; designing a practical hybrid governance model and institutional arrangements for ZanSDI; drafting the National ZanSDI Policy; developing unified operational protocols for metadata, access classification and data quality; preparing standardized Memorandums of Understanding (MoUs) and Service Level Agreements (SLAs) for inter-agency data sharing; and preparing/facilitating the legislative roadmap and legal instruments required to establish sustainable National Spatial Data Infrastructure governance in Zanzibar. The assignment will also include stakeholder engagement, governance communications, monitoring and evaluation, and structured handover of the project’s secure digital repository.
The duration of the services for conducting this assignment is expected to be thirty-two (32) weeks from the contract commencement date.

The Principal Secretary, Ministry of Finance and Planning now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:
A: Core business and at least seven (7) years in business, including consulting experience in geospatial governance, policy and/or institutional development.
B: Relevant similar experience as specified below
The firm must provide proof of at least one (1) successfully completed assignment of similar scale and complexity in a developing country within the last five (5) years.
The firm should demonstrate relevant consulting experience in geospatial governance, policy and institutional development, including assignments involving regulatory and legislative review, policy development, institutional mapping, governance arrangements, data-sharing frameworks and/or public-sector institutional reform.
The consultant should demonstrate experience with National or sub-national Spatial Data Infrastructure (SDI) or comparable digital government/data governance initiatives, including institutional coordination and formalization of roles and responsibilities among government data custodians and users.
The consultant should demonstrate experience in developing policy or governance instruments for data sharing, including policies, protocols, Memorandums of Understanding (MoUs), Service Level Agreements (SLAs), and arrangements addressing data access, privacy, security, quality and accountability.
The consultant should demonstrate experience working in developing countries or emerging contexts, preferably including assignments requiring multi-stakeholder consultation, inter-agency coordination and engagement with central and local government institutions.
Experience related to geospatial interoperability, metadata and data quality standards, including alignment with recognized frameworks and standards such as UN-GGIM IGIF and ISO/OGC, will be an added advantage.
C: Technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications, and number of key staff). Do not provide CV of the key staff. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested consultants is drawn to section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s Policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
