This request for expression of interest follows the General Procurement Notice for the Boosting of Inclusive Growth for Zanzibar Project (BIG-Z) that appeared in the UN Development Business online No. WB-P811333-8 of 27-08-2021.

 

The United Republic of Tanzania has received financing from the World Bank toward the cost of the Boosting Inclusive Growth for Zanzibar Project (BIG-Z), and intends to apply part of the proceeds for consulting services.

 

The Consultancy Services (“the Services”) include: conducting a comprehensive assessment of the existing Local Government Revenue Collection System (MUTM), including its functional capabilities, architecture, source code, database, data quality, security posture, performance and scalability; identifying technical, operational, legal and policy gaps and interoperability constraints; developing at least two technically feasible and costed upgrade options and a detailed implementation roadmap; and implementing the approved upgrade. The Services further include GIS enablement aligned with ZanSDI; interoperability with ZanMalipo, Zanzibar Revenue Authority systems, Ministry of Finance and Planning systems, eGAZ requirements and LARIS, as applicable; data cleansing and migration; software development and configuration; testing, User Acceptance Testing (UAT), deployment to all 12 Local Government Authorities; capacity building and Training-of-Trainers (ToT); preparation of manuals and SOPs; knowledge transfer; and post-deployment support/hypercare.

 

The duration of the services for conducting this assignment is expected to be thirty-six (36) weeks (approximately nine (9) months) from contract commencement, comprising Phase 1 (Weeks 1–16) and Phase 2 (Weeks 17–36).

The Principal Secretary, Ministry of Finance and Planning now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:

 

A: Core business and at least ten (10) years of experience in ICT, software development, and IT system assessment.

 

B: Relevant similar experience as specified below

 

The firm must have carried out at least one (1) assignment of a similar nature and scope involving the assessment and design of a public financial management system or municipal revenue system in a developing country.

 

The firm should demonstrate proven experience in the assessment, design, development/configuration and implementation of large-scale public-sector ICT systems, preferably financial management, municipal revenue, taxation, billing, payment, or related government information systems.

 

The consultant should demonstrate experience in system architecture, database design and administration, software development lifecycle management, performance/scalability assessment, information security, testing, User Acceptance Testing (UAT), deployment, operational handover and post-deployment support.

 

The consultant should demonstrate experience in GIS/SDI-enabled systems and geospatial interoperability, including integration of GIS workflows with enterprise applications and, where feasible, use of open-source technologies such as PostgreSQL/PostGIS, GeoServer and QGIS or equivalent technologies.

The consultant should demonstrate experience in systems interoperability and API/data exchange integration with government platforms such as e-payment gateways, revenue/tax systems, land administration systems, digital government platforms or other comparable public systems, including data migration, cleansing, reconciliation, logging and auditability.

 

Experience in capacity building and Training-of-Trainers (ToT), including development of user/admin manuals and institutional knowledge transfer, is desirable. Proven experience in Sub-Saharan Africa will be considered a significant advantage, and experience on donor-funded projects or assignments financed by international development partners will be a strong advantage.

 

C: Technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications, and number of key staff). Do not provide CV of the key staff. Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested consultants is drawn to section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s Policy on conflict of interest.

 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations
