The Kano State Government through the Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Sustainable Power and Irrigation for Nigeria (SPIN) Project and intends to apply part of the proceeds for payment of the Consultancy Services for the Preparation of Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) for Jakara Irrigation Scheme Kano State.

 

The consulting services ("the Services") include conducting an Environmental and Social Impact Assessment (ESIA) and preparing a Resettlement Action Plan (RAP) for the rehabilitation of the Jakara Dam Irrigation Scheme. The Services include the preparation of the Inception, Draft, and Final ESIA and RAP Reports, including the Environmental and Social Management Plan (ESMP), stakeholder consultations, and all other activities and deliverables specified in the Terms of Reference (ToRs), in accordance with applicable national regulations and the World Bank Environmental and Social Framework (ESF).

The Kano State Sustainable Power and Irrigation for Nigeria (SPIN) Project now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Proven experience as an Environmental and Social Management consulting firm in the preparation of Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), and Resettlement Action Plans (RAPs) for irrigation, water resources, dam rehabilitation, agricultural, or similar infrastructure projects.
  2. Demonstrated working knowledge of the World Bank Environmental and Social Framework (ESF), particularly ESS1, ESS5, and ESS10, gained through hands-on experience in preparing and implementing environmental and social instruments for World Bank-financed or equivalent donor-funded projects.
  3. A minimum of eight (8) years' relevant experience in environmental and social assessment and resettlement planning for irrigation, water resources, dam rehabilitation, or similar infrastructure projects.
  4. Successful completion of at least three (3) similar ESIA and/or RAP assignments for World Bank-financed or other equivalent donor-funded projects.
  5. Demonstrated experience in environmental and social baseline studies, environmental and social impact assessment, stakeholder engagement, socio-economic surveys and census, asset inventory and valuation, livelihood restoration planning, biodiversity assessment, occupational health and safety, climate change assessment, gender and GBV/SEA/SH risk assessment, and preparation of Environmental and Social Management Plans (ESMPs).
  6. Availability of adequate organizational and technical capacity, including access to a multidisciplinary team capable of undertaking assignments of similar scope and complexity.
  7. Excellent communication, stakeholder engagement, and report-writing skills.

Please note: The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, Paragraphs 3.15, and 3.16 of the World Bank Procurement Regulations for IPF Borrowers (Seventh Edition, September 2025), setting forth the World Bank's policy on conflict of interest.

 

Interested Consulting Firms must be independent of and have no affiliation with any firm engaged in the design or construction of the Project.

 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.

 

The consultancy services are expected to be completed within thirteen (13) weeks from the commencement date, during which the Consultant shall undertake the ESIA and RAP assignments concurrently in accordance with the Terms of Reference (ToRs).
