REQUEST FOR EXPRESSIONS OF INTEREST (EOI)

CONSULTANCY SERVICES FOR TECHNICAL SUPERVISION OF THE DESIGN AND BUILD CONTRACT FOR A RESEARCH AND TRAINING FISHING VESSEL FOR FETA MBEGANI, BAGAMOYO

1. The Government of the United Republic of Tanzania has received financing from the World Bank for the implementation of the Tanzania Scaling-Up Sustainable Marine Fisheries and Aquaculture Management (TASFAM) Project (P179969). It intends to apply part of the proceeds toward payments under a contract for Consultancy Services for Technical Supervision of the Design and Build Contract for a Research and Training Fishing Vessel (RTFV) for FETA Mbegani, Bagamoyo.
2. The Ministry of Livestock and Fisheries invites eligible consulting firms to express interest in providing technical supervision services for the design and construction of an RTFV exceeding 30 metres in length. The assignment includes design review, construction supervision, quality assurance, progress monitoring, witnessing testing and commissioning activities, reviewing technical and certification documentation, and providing advisory support on vessel acceptance and delivery.
3. Interested consulting firms shall demonstrate:
(a) At least ten (10) years' experience in shipbuilding supervision, marine engineering consultancy, naval architecture, or related maritime assignments;
(b) Successful completion of at least five (5) similar assignments within the last ten (10) years involving design review, construction supervision, testing, commissioning, or delivery of research, training, fishing, patrol, oceanographic, or other specialized marine vessels, each valued at TZS 1 billion or equivalent;
4. Consultants may associate with other firms in the form of a Joint Venture (JV), Sub-consultancy, or other acceptable arrangement.
5. Key Experts will not be evaluated at the shortlisting stage.
6. The Consultant will be selected in accordance with the World Bank Procurement Regulations for IPF Borrowers (September 2025) using the Quality and Cost-Based Selection (QCBS) method.
