Follow-up notice for the procurement of application performance and availability monitoring service by direct award The Legal Register Centre (hereinafter also "ORK" and "procuring entity") has procured an application performance and availability monitoring service (APM/Dynatrace) from the State Information and Communication Technology Centre Valtori, with Vivicta Oy acting as the service provider in the procurement. Valtori has informed ORK on 12.6.2026 that it will cease to offer the service to its customers on 31.12.2026. Upon receiving the notice, ORK immediately began preparing to procure a replacement service. However, the new service cannot be deployed automatically; it requires a system-specific implementation project to configure the service and carry out the migrations. The subject of the procurement is the acquisition of an application performance and availability monitoring service for a transition period until the systems dependent on the service have been migrated and the new replacement service has been gradually deployed. The procurement is a temporary solution that enables a managed transition towards a new service solution. The procurement is a service package that covers both the service and the necessary licenses. A one-year fixed-term contract (1.8.2026-31.7.2027) has been concluded for the procurement. The procurement also includes two options, which are described in more detail in the sections "Description of additional procurement opportunities" and "Description of contract option periods" of the notice. The procuring entity states that the duration of the transition arrangement is significantly affected by the fact that this is not an individual software but a broad service and system entity where change management, continuity, information security, and operational transition must be managed in a controlled manner. The procuring entity estimates that the deployment of the replacement service will be possible in its systems in 2027 at the earliest. However, the procuring entity notes that there are inevitably uncertainties associated with the overall schedule for system migrations and the deployment of the new service. The procurement will not be extended beyond what is necessary to secure the system migration and deploy the replacement service. The direct award is thus limited to the necessary transition period and arranged in such a way that system migrations and the new service can be deployed in a controlled manner without interruption of services, which would cause serious harm to the service production of the procuring entity's customers. A voluntary prior transparency (ex ante) notice has been published for the procurement.
