- The Government of Malawi has received financing from the World Bank toward the cost of the Digital Malawi Acceleration Project and intends to apply part of the proceeds toward payments under the contract for provision of a turnkey solution for the rehabilitation, upgrading, and commissioning of the Central Printing Facility including design, supply, installation and handover for full operational readiness. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
- The Public Private Partnership Commission (PPPC) now invites sealed Proposals from eligible Proposers for the provision of a turnkey solution for the rehabilitation, upgrading, and commissioning of the Central Printing Facility including design, supply, installation and handover for full operational readiness. The machines are expected to integrate with Malawi’s existing National ID production environment in Lilongwe and support large-scale, continuous card personalization and the successful bidder must be able to complete installation of machines in Malawi at production site within 32 weeks as follows:

3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2025, Seventh Edition (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30%.
5. Interested eligible Proposers may obtain further information from the Public Private Partnership Commission (PPPC) and inspect the request for proposals document during office hours 8:00 hours to 1600 hours Local Time at the address given below at 10 (a) below.
6. The request for proposals document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Malawi Kwacha Twenty Thousand (MWK20,000.00) or in a convertible currency. The method of payment will be cash or Bank Certified Check or direct payment to the following Bank Account:

7. Proposals must be delivered to the address below 10b on or before 15 September 2026 at 10:00 am Local Time. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below at 10c on 15 September 2026 at 10:00am Local Time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second Proposals opening.
8. All Proposals must be accompanied by a Proposal-Securing Declaration
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
