Bei der gesuchten Dienstleistung im Rahmen dieser Ausschreibung handelt es sich um die Erbringung von Sicherheitsdienstleistungen beim Auftraggeber im Bereich «Zentralendienste». Der Sicherheitsdienst hat den Auftrag, den Zutritt der Besuchenden auf den Vorplatz der Kontakt- und Anlaufstellen (K+A) zu regeln und dafür zu sorgen, dass Unberechtigte keinen Zutritt zu den Vorplätzen und Räumlichkeiten der K+A erhalten. Die Patrouille im Umfeld der K+A reduziert Drogenkonsum im öffentlichen Raum und fordert Menschen mit Zugangsberechtigung, die Substanzen konsumieren zur K+A zu deren Benutzung auf. Personen ohne Zutrittsberechtigung werden aufgefordert, dies nicht im öffentlichen Raum zu tun.
