Scope of Bid 1.1 The Procuring and Disposing Entity indicated in the Bid Data Sheet (BDS), invites Bids by the issue of this Bidding Document for the supply of Plant, Vehicles and Equipment and Related Services incidental thereto as specified in Section 7, Statement of Requirements. 1.2 These Instructions to Bidders shall be read in conjunction with the BDS. The subject of procurement, the procurement reference number, and number of lots of this Bidding Document are provided in the BDS. 1.3 The Bidding Document is issued under the procurement method indicated in the BDS. 1.4 In these Bidding Documents— (a) “Act” means the Public Procurement and Disposal of Public Assets Act; (b) “day” means calendar day; (c) “Regulations” means the Public Procurement Regulations; and (d) “writing” means communicated in written form with proof of receipt. 1.5 If the context so requires, singular includes plural. 2. Source of Funds 2.1 The Procuring and Disposing Entity has an approved budget from public funds toward the cost of the procurement described in the BDS. The Procuring and Disposing Entity intends to use these funds to place a contract for which these Bidding Documents are issued. 1.2 Payments will be made directly by the Procuring and Disposing Entity and will be subject in all respects to the terms and conditions of the resulting contract placed by the Procuring and Disposing Entity. 3.
