Aninver Development Partners SL (www.aninver.com) is looking for a Architecte ICT / Interopérabilité et Gouvernance des Données for a consultancy assignment financed by Banque africaine de développement in Algeria.

Aninver Development Partners is preparing a proposal for an advisory assignment funded by the African Development Bank in Algeria, focused on modernizing educational systems and expanding distance learning through digital transformation. The initiative aims to prepare the conditions required for deploying and scaling up distance degree programs, supporting youth employability and skills development in the country.

To support this strategic endeavor, we are seeking a qualified Architecte ICT / Interopérabilité et Gouvernance des Données. The selected expert will play a critical role in designing the robust technical architecture, defining interoperability standards, and ensuring proper data governance for the digital learning platforms.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Finalize curricula and consolidate the distance learning pedagogical model.
• Develop deployment, operational, and institutional governance frameworks.
• Produce a consolidated feasibility, investment, and scaling-up dossier.
• Define ICT architecture, interoperability standards, and data governance requirements.

Scope of work

• Finalize study programs, skills referentials, certification systems, and qualification frameworks adapted to distance learning.
• Consolidate the digital e-pedagogy model, learner support mechanisms, and train-the-trainer programs.
• Define ICT architecture, interoperability standards, data governance, and security requirements for platform deployment.
• Analyze and strengthen institutional governance, change management, and operational responsibilities.
• Conduct financial modeling, economic analysis, and develop investment packages and sustainable financing strategies.
• Design the results framework, performance indicators, and reporting mechanisms for implementation monitoring.

Your role as Architecte ICT / Interopérabilité et Gouvernance des Données

• Design and define the overarching ICT architecture for distance learning platforms in Algeria.
• Establish comprehensive interoperability standards to ensure seamless system integration across academic institutions.
• Implement robust data governance frameworks to secure and manage educational and administrative data.
• Define security requirements and protocols for the deployment of digital learning infrastructure.
• Collaborate with national stakeholders and academic institutions during field missions and consultation workshops.
• Contribute to the production of the consolidated feasibility, technical, and scaling-up dossier.
• Ensure technical solutions align with the pedagogical, institutional, and operational objectives of the assignment.

Requirements

• Education: Diplôme universitaire supérieur en informatique, systèmes d'information, ingénierie logicielle ou domaine équivalent
• Minimum sept (7) années d'expérience professionnelle pertinente, expérience démontrée en architecture d'entreprise, interopérabilité et gouvernance des données
• Languages: Français

Desirable

• Previous professional experience working on projects funded by international financial institutions, such as the African Development Bank.
• Experience in digital transformation initiatives within the education or public sector in North Africa.

An experienced ICT Architect with a strong background in enterprise architecture, interoperability, and data governance, eager to contribute to educational modernization in Algeria.
