Aninver Development Partners SL (www.aninver.com) is looking for a Spécialiste en financement de projet et mobilisation de la dette for a finance consultancy assignment financed by UNDP in Algeria.

Aninver Development Partners is preparing a proposal for an upcoming UNDP-supported initiative in Algeria focused on circular economy, waste valorization, and sustainable infrastructure development. The assignment aims to transition waste management practices toward integrated recovery models, fostering green jobs and reducing greenhouse gas emissions through scalable local pilot projects.

We are currently seeking an expert for the Spécialiste en financement de projet et mobilisation de la dette position to lead debt structuring, financial modeling review, and capital mobilization efforts. The successful candidate will play a critical role in engaging development finance institutions and commercial lenders to ensure the long-term financial viability and bankability of the project.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Assess the realism of technical, economic, and financial hypotheses within existing project feasibility studies.
• Perform sensitivity analyses on key financial variables to evaluate the overall bankability of the initiative.
• Define the optimal project financing strategy, including the debt-to-equity structure and potential funding sources.
• Identify and engage potential lenders, commercial banks, and international financial institutions.
• Support the preparation of promotional materials and dossiers for presentation to prospective investors and lenders.

Scope of work

• Review existing feasibility, environmental, social, and financial studies to evaluate economic viability.
• Conduct sensitivity analyses on core model variables across multiple operational scenarios.
• Formulate the comprehensive project financing strategy and map out prospective funding sources.
• Prepare essential documentation and dossiers required for lender presentations and due diligence.
• Support market-sounding activities with investors and financial institutions to gauge market appetite.
• Assist in structuring project financing agreements and supporting the competitive private partner selection process.
• Facilitate capacity-building sessions on business planning and financial structuring for national stakeholders.

Your role as Spécialiste en financement de projet et mobilisation de la dette

• Lead the debt structuring and capital mobilization workstreams for the sustainable infrastructure initiative.
• Evaluate financial models and test key assumptions to guarantee robust financial viability and risk mitigation.
• Engage with international financial institutions, development banks, and commercial lenders to secure project financing.
• Draft and refine documentation packages required for lender negotiations and credit committee reviews.
• Contribute to market-sounding exercises and investor outreach to maximize private sector participation.
• Participate in capacity-building workshops and deliver targeted training on project finance to local counterparts.
• Coordinate closely with multidisciplinary team members to ensure alignment between legal, technical, and financial components.

Requirements

• Education: Diplôme universitaire (master ou équivalent) en finance, banque, économie ou domaine similaire
• Au moins 8 ans d'expérience dans le financement de projet, la structuration de dette ou le conseil auprès de prêteurs et d'investisseurs
• Au moins 2 références dans la mobilisation de financements pour des projets d'infrastructure ou d'énergie (banques/IFD)
• Au moins 2 références dans la région MENA
• Languages: Niveau C1 minimum en français

Desirable

• Previous professional experience working on UNDP or similar international donor-funded initiatives.
• Specific expertise in circular economy, waste management, or renewable energy financing frameworks in North Africa.

An experienced project finance and debt mobilization specialist with a strong track record in structuring debt for infrastructure or energy projects within the MENA region, excellent French communication skills, and proven expertise in engaging international financial institutions.
