Aninver Development Partners SL (www.aninver.com) is looking for a Expert Curricula, Certification et Cadres de Qualification for a consultancy assignment financed by Banque africaine de développement in Algeria.

Aninver Development Partners is preparing a consulting proposal for the African Development Bank to support a strategic initiative in Algeria focused on developing distance learning degree programs and scaling up educational offerings. The project aims to respond to the growing demand for qualifying training through digital means and to enhance youth employability by broadening access to remote education.

To strengthen our multidisciplinary team for this assignment, we are looking for an Expert in Curricula, Certification, and Qualification Frameworks. The successful candidate will play a pivotal role in designing competence-based approaches and certification mechanisms tailored to distance learning programs, ensuring alignment with national standards and long-term sustainability.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Develop three distance learning degree programs and prepare the pedagogical and technical conditions for their progressive scaling up in Algeria.
• Finalize curricula and consolidate the pedagogical model for remote learning.
• Design robust competency frameworks, certification systems, and qualification structures.
• Collaborate closely with national stakeholders, academic institutions, and relevant ministries through field missions and consultation workshops.

Scope of work

• Finalization of study programs, development of competency repositories, and adaptation of qualification frameworks for distance education.
• Consolidation of the digital pedagogical model and design of learner support mechanisms.
• Contribution to institutional governance and change management strategies.
• Participation in stakeholder consultations and local workshops to ensure ownership of deliverables.

Your role as Expert Curricula, Certification et Cadres de Qualification

• Lead the development and finalization of curricula for the targeted distance learning degree programs.
• Design and implement competence-based approaches and certification systems.
• Establish comprehensive qualification frameworks adapted to remote education delivery.
• Collaborate with pedagogical and technical experts to integrate competency repositories into the digital learning model.
• Engage with academic institutions and national stakeholders to validate educational deliverables.
• Contribute to capacity building and training of trainers frameworks from a curricular perspective.

Requirements

• Education: Diplôme universitaire supérieur dans un domaine pertinent
• Minimum sept (7) années d'expérience professionnelle pertinente, expérience démontrée dans le développement de curricula, de référentiels de compétences et de dispositifs de certification, expérience dans les approches fondées sur les compétences et les cadres de qualification
• Languages: Français

Desirable

• Prior experience working on projects funded by international financial institutions such as the African Development Bank.
• Experience in the educational sector or digital transformation initiatives in Algeria or the North Africa region.

An education professional with at least 7 years of experience specializing in curriculum development, competency frameworks, and certification systems, fully fluent in French and ready to contribute to innovative distance learning initiatives in Algeria.
