Aninver Development Partners SL (www.aninver.com) is looking for a Chef.fe d’équipe / Spécialiste en structuration PPP for a finance consultancy assignment financed by UNDP in Algeria.

Aninver Development Partners SL is preparing a proposal for an upcoming UNDP-supported initiative in Algeria focused on circular economy, waste valorisation, and sustainable infrastructure finance. The assignment aims to transform municipal waste management through viable business models, public-private partnerships (PPPs), and mobilized investments.

We are seeking an expert to act as Team Leader and PPP Structuring Specialist. The successful candidate will lead a multidisciplinary team to assess feasibility studies, design optimal PPP structures, engage investors, and support financial close for innovative waste-to-energy and composting initiatives.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Review and validate existing technical, economic, and financial studies to assess project bankability.
• Recommend the most appropriate PPP structuring options and establish a comprehensive risk allocation matrix.
• Develop financing strategies, identify potential lenders and development finance institutions, and lead market sounding activities.
• Design the legal structuring of the project vehicle and guide the competitive selection process for private partners.
• Facilitate capacity building and skills transfer for national stakeholders on business plan development and PPP mechanisms.

Scope of work

• Analyze and refine existing business plans and financial models through sensitivity analyses.
• Structure the PPP arrangement (such as concessions or joint ventures) and define stakeholder risk sharing.
• Formulate the debt financing strategy and engage potential investors and financial institutions.
• Review the local regulatory framework and advise on legal structuring for the project company and key contracts.
• Conduct market sounding sessions with national and international investors and financial institutions.
• Prepare and manage the Expression of Interest and Request for Proposals processes.
• Support the finalization of contractual and financing agreements leading to financial close.
• Organize capacity-building workshops and deliver a roadmap for national stakeholders.

Your role as Chef.fe d’équipe / Spécialiste en structuration PPP

• Lead overall project management and coordinate team inputs to achieve assignment objectives within the 9-month timeframe.
• Lead the review of technical, economic, and financial assumptions to evaluate overall project viability and bankability.
• Formulate recommendations on the optimal PPP structuring model and draft the risk allocation matrix.
• Oversee the development of the project financing strategy and engage with potential lenders and development finance institutions.
• Direct market sounding activities with private investors and financial institutions to gauge market appetite.
• Oversee the preparation and management of competitive selection processes, including Expressions of Interest and Requests for Proposals.
• Provide high-level guidance on legal and contractual frameworks and the setup of the special purpose vehicle.
• Facilitate stakeholder engagement, capacity-building sessions, and final workshops for knowledge transfer.

Requirements

• Education: Diplôme universitaire (master ou équivalent) en finance, économie, droit des affaires, ingénierie ou domaine pertinent
• Au moins 10 ans d'expérience dans le conseil en financement de projet, la structuration PPP ou le financement d'infrastructures
• Au moins 2 références en chef d'équipe ou responsable de mission sur des projets PPP ou financement de projet
• Au moins 2 références dans la région MENA
• Niveau C1 minimum en français
• Languages: Niveau C1 minimum en français

Desirable

• Prior experience working with UNDP or other international organizations on environmental or infrastructure projects.
• Specific expertise in circular economy, waste management, or renewable energy sectors.

An experienced Team Leader and PPP Structuring Specialist with a strong background in infrastructure finance, leadership in the MENA region, and full professional proficiency in French.
