Aninver Development Partners SL (www.aninver.com) is looking for a Expert Formation à Distance et e-Pédagogie for a consultancy assignment financed by Banque africaine de développement in Algeria.

Aninver Development Partners is currently preparing a proposal for an upcoming advisory initiative funded by the African Development Bank in Algeria. The assignment focuses on conducting a feasibility study for the development of distance learning degree programs and scaling up digital education systems to enhance youth employability and modernize educational frameworks.

We are seeking a qualified Expert en Formation à Distance et e-Pédagogie to join our multidisciplinary team of consultants. The successful candidate will play a pivotal role in designing digital pedagogical models and establishing robust frameworks for remote learning deployment across academic institutions in the country.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Finalize curricula and consolidate the pedagogical model for distance learning.
• Develop operational and institutional governance frameworks for remote education.
• Produce a consolidated feasibility, investment, and scaling-up dossier.
• Design effective learner support mechanisms and train-the-trainer initiatives.

Scope of work

• Finalize study programs, competency frameworks, certification systems, and qualification standards tailored to distance education.
• Consolidate the digital pedagogical model, learner support mechanisms, and train-the-trainer programs.
• Define ICT architecture, interoperability standards, data governance, and platform security requirements.
• Analyze and strengthen institutional governance, change management, and operational responsibilities.
• Perform financial modeling, economic analysis, and develop sustainable financing strategies.
• Design results frameworks, performance indicators, and monitoring mechanisms for implementation.

Your role as Expert Formation à Distance et e-Pédagogie

• Lead the design and evaluation of distance learning and e-learning systems throughout the project lifecycle.
• Develop innovative digital pedagogical models adapted to higher education needs.
• Design comprehensive learner support mechanisms to ensure high retention and engagement rates.
• Collaborate with national stakeholders, academic institutions, and ministries during fieldwork and workshops.
• Contribute to the elaboration of training programs for trainers and educational staff.
• Input technical expertise into the consolidated feasibility and scaling-up report.

Requirements

• Education: Diplôme universitaire supérieur en sciences de l'éducation, ingénierie pédagogique, technologies éducatives ou domaine équivalent
• Minimum huit (8) années d'expérience professionnelle pertinente, expérience démontrée dans la conception et l'évaluation de dispositifs de formation à distance, expérience dans le développement de modèles pédagogiques numériques et de mécanismes d'accompagnement des apprenants
• Languages: Français

Desirable

• Prior experience working on donor-funded education and digital transformation initiatives in North Africa.
• Strong familiarity with institutional stakeholders in the Algerian academic sector.
