Job description

Aninver Development Partners SL (www.aninver.com) is looking for a Coordinador/a de la Consultoría (Project Coordinator / Team Leader) for a water sanitation, health, urban consultancy assignment financed by UNDP in El Salvador.

Aninver Development Partners is currently preparing a proposal for an upcoming UNDP-supported initiative focused on water resources management, inclusive governance, and peacebuilding in El Salvador. The assignment addresses climate vulnerability, environmental degradation, and water-related social tensions within vulnerable communities, integrating a strong cross-cutting perspective on gender, youth inclusion, and local capacity building. We are seeking a qualified Project Coordinator / Team Leader to oversee the successful execution of this diagnostic assignment.

The expert will lead a multidisciplinary team to assess water tenure arrangements, identify current and potential water-related conflicts, and map existing formal and informal dialogue spaces. Operating in targeted northern municipalities, the Team Leader will ensure rigorous methodological design, field research, and stakeholder engagement aligned with international standards and UNDP guidelines. This role is pivotal in establishing baseline capacities for water governance and conflict prevention to support sustainable regional development.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

  • Map formal and informal institutional and community dialogue spaces, integrating an intersectional analysis of gender and social inclusion.
  • Establish baseline capacities and knowledge levels of local institutions, civil society organizations, and rural communities regarding water governance.

Scope of work

  • Design the overall methodology for the consultancy, including qualitative data collection techniques, geographical coverage, and ethical procedures.
  • Conduct preliminary legal and contextual analyses covering formal and customary water tenure arrangements and governance structures.
  • Determine the precise scope of field research through preliminary investigations, site selections, and stakeholder exploratory meetings.
  • Oversee field research activities, including interviews and consultations with water users, community members, and key institutional actors.
  • Analyze findings by completing analytical forms, matching tenure arrangements with water uses, and evaluating governance and security.
  • Ensure the integration of gender, age, and ethnic considerations across all data collection and analytical deliverables.

Your role as Coordinador/a de la Consultoría (Project Coordinator / Team Leader)

  • Act as the primary focal point and team leader for overall project coordination, ensuring timely delivery of all contractual outputs.
  • Manage the multidisciplinary team of experts and coordinate closely with the client, local stakeholders, and project partners.
  • Supervise the execution of the methodological design and field research activities in target regions.
  • Ensure high-quality technical reporting and compliance with UNDP and donor standards throughout the assignment.
  • Facilitate stakeholder meetings, exploratory sessions, and participatory dialogues with local institutions and water users.
  • Oversee the synthesis of field data, governance analysis, and the formulation of strategic recommendations for capacity building.
