1. The Government of the Republic of Niger has sought financing from the World Bank to finance the Project to Support the Development of Irrigated Crops and the Intensification of Animal Production (PACIPA) and intends to use part of the financing amount to make payments under the following contract: RECRUITMENT OF A NATIONAL CONSULTANT RESPONSIBLE FOR DEVELOPING THE SUSTAINABILITY AND TRANSFER STRATEGY FOR INFRASTRUCTURE TO LOCAL AUTHORITIES AND PRIVATE ACTORS WITHIN THE FRAMEWORK OF PACIPA.
2. The Consultant's services ("Services") include: read the Terms of Reference below.
3. The Project Management Unit for the Support Project for the Development of Irrigated Crops and Intensification of Animal Production (PACIPA) invites eligible consultants to express their interest in providing the services described above. Interested Consultants must provide information demonstrating that they possess the required qualifications and relevant experience for the execution of the Services. The criteria for establishing the shortlist are:
Consultant Qualifications:
The Consultant must have eight (08) to ten (10) years of general experience in strategic studies, rural development, public infrastructure management, local governance, or public-private partnerships, and have the following personnel:
- Team Leader (Senior Agricultural Economist, Agribusiness Master's degree or equivalent, minimum 12 years) — coordination, agricultural economics, economic models, value chains, sector analysis, downstream market, economic operators
- Expert in PPP and public service delegation (Master's degree or equivalent in Law or Economics, 10 years) — contractual structuring, comparison of management methods, standard contracts, legal framework, local authority code.
- Expert in rural infrastructure / rural engineering (Master's degree or equivalent, 10 years) — technical typology, investment and maintenance costs.
- Expert in finance and financial modeling (Master's degree or equivalent, 8 years) — operating accounts, sensitivity analysis, financial indicators.
- Expert in local governance and decentralization (Master's degree or equivalent, 8 years) — local authorities, user committees, political capture.
- Expert in monitoring and evaluation (Master's degree or equivalent, 8 years) — post-transfer M&E framework, indicators, measurement system.
