1. The Government of the Republic of Niger has requested financing from the World Bank to finance the Project to Support the Development of Irrigated Crops and the Intensification of Animal Production (PACIPA) and intends to use part of the financing amount to make payments under the following contract: RECRUITMENT OF A FIRM FOR THE SUPERVISION AND CONTROL OF CONSTRUCTION AND REHABILITATION WORKS FOR FIFTEEN (15) LIVESTOCK MARKETS IN THE REGIONS OF DIFFA, DOSSO, MARADI, TAHOUA, TILLABÉRI, AND ZINDER.
2. The Consultant's services ("Services") include: see Terms of Reference below.
3. The Project Management Unit for the Support Project for the Development of Irrigated Crops and the Intensification of Animal Production (PACIPA) invites eligible consultants to express their interest in providing the services described above. Interested Consultants must provide information demonstrating that they possess the required qualifications and relevant experience for the execution of the Services. The criteria for establishing the shortlist are:
Consultant's Qualifications:
The Consultant must be a design office, firm, or engineering company:
- Specializing in the design, supervision, and control of infrastructure construction works (Accreditation) with references in the supervision and control of construction sites;
- Having proven references in environmental and social monitoring, including the implementation of Environmental and Social Management Plans (ESMP) and the management of Occupational Health and Safety (OHS);
- Able to mobilize qualified personnel for the assignment;
- Possessing the necessary logistical and material resources.
The Firm's Staff must meet the following criteria:
Team Leader / Engineer: Rural Engineering or Civil Engineering (Master's degree) with over 10 years of experience, including 2 similar assignments for supervision and control of infrastructure construction works;
Assistant Team Leader: Rural Engineering or Civil Engineering (Bachelor's degree) with over 8 years of experience, including 2 similar assignments for supervision and control of infrastructure construction works
Site Supervisors (on-site control), 1 per site: Rural Engineering / Civil Engineering Technician (BEPC + 3 years) with over 5 years of experience, including 3 similar assignments;
Environmental and Social Specialist (E&S) with HSSE qualification: Master's degree (Master's) in Environment, Social Sciences, or equivalent; with over 5 years of experience, including 4 similar assignments.
4. Consultants' attention is drawn to the provisions of paragraphs 3.16 and 3.17 of the World Bank's Procurement Regulations for Investment Project Financing Borrowers dated July 2016, revised in November 2017, August 2018, November 2020, September 2023, and March 2025, concerning the World Bank's rules on conflict of interest.
