This Expression of Interest follows the publication of the General Procurement Notice (GPN) published on the World Bank website on August 05, 2025, and in Sahel Dimanche on August 08, 2025.
1. The Government of the Republic of Niger has applied for financing from the World Bank to finance the Project to Support the Development of Irrigated Crops and the Intensification of Animal Production (PACIPA) and intends to apply part of the proceeds of this financing to make payments under the contract for: RECRUITMENT OF A FIRM FOR THE SUPERVISION AND CONTROL OF THE CONSTRUCTION WORKS OF FIVE (5) MINI RICE MILLS IN THE REGIONS OF DIFFA, DOSSO AND ZINDER.
2. The Consultant's services ("Services") include: read the Terms of Reference below.
3. The Project Management Unit for the Support Project for the Development of Irrigated Crops and the Intensification of Animal Production (PACIPA) invites eligible consultants to express their interest in providing the services described above. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience for the performance of the Services. The criteria for establishing the shortlist are:
Consultant's Qualifications:
The Consultant must be a design office, consultancy firm, or engineering firm:
- Specializing in the design, supervision, and control of construction works (Accreditation or Order) with three (3) similar references in the supervision of construction or rehabilitation works of rural or agro-industrial infrastructure; in the monitoring and control of construction sites;
- Having proven references in environmental and social monitoring, including the implementation of Environmental and Social Management Plans (ESMP) and the management of Occupational Health and Safety (OHS);
- Demonstrating experience in the supervision of agro-industrial equipment, related to the construction of market-oriented agropastoral infrastructure;
- Capable of mobilizing qualified personnel for the mission;
- Having the logistical and material resources necessary for the mission and easily mobilizable (an asset).
The Firm's Staff must meet the following criteria:
Team Leader / Engineer: Rural Engineering or Civil Engineering Engineer (Master's degree or equivalent); ≥10 years of experience, including 3 to 5 similar missions supervising construction or rehabilitation works of rural or agro-industrial infrastructure; Experience in supervising agro-industrial equipment;
On-site Site Supervisor (1/site): Rural Engineering / Civil Engineering Technician (BEPC + 3 years); with over 5 years of experience, including 3 similar missions;
Environmental and Social (E&S) Specialist with HSSE qualification: Master's degree (Bac+5) in Environment, Social Sciences, or equivalent; with over 5 years of experience, including 2 similar missions.
4. Attention is drawn to the provisions of paragraphs 3.16 and 3.17 of the World Bank's Procurement Regulations for Investment Project Financing Borrowers dated July 2016, revised in November 2017, August 2018, November 2020, September 2023, and March 2025, concerning the World Bank's rules on conflicts of interest.
