1. The Government of the Republic of Niger has requested financing from the World Bank to finance the Project to Support the Development of Irrigated Crops and the Intensification of Animal Production (PACIPA) and intends to use part of the financing amount to make payments under the following contract: RECRUITMENT OF A FIRM FOR THE SUPERVISION AND CONTROL OF CONSTRUCTION WORKS FOR TEN (10) MILK COLLECTION CENTERS IN THE REGIONS OF DIFFA, MARADI, TILLABERI, TAHOUA, AND ZINDER.
2. The Consultant's services ("Services") include: see Terms of Reference.
3. The Project Management Unit for the Support Project for the Development of Irrigated Crops and the Intensification of Animal Production (PACIPA) invites eligible consultants to express their interest in providing the services described above. Interested Consultants must provide information demonstrating that they possess the required qualifications and relevant experience for the execution of the Services. The criteria for establishing the shortlist are:
Consultant's Qualifications:
The Consultant must be a design office, firm, or engineering company:
- Specializing in the design, supervision, and control of infrastructure construction works (Accreditation) with two (2) references in the supervision and control of construction sites;
- Having proven references in environmental and social monitoring, including the implementation of Environmental and Social Management Plans (ESMP) and the management of Occupational Health and Safety (OHS);
- Able to mobilize qualified personnel for the assignment;
- Possessing the necessary logistical and material resources.;
The Firm's Staff must meet the following criteria:
Team Leader / Engineer: Rural Engineering or Civil Engineering (Master's degree); with over 10 years of experience, including 2 similar assignments for supervision and control of infrastructure construction works;
Assistant Team Leader: Rural Engineering or Civil Engineering (Master's degree); with over 8 years of experience, including 2 similar assignments for supervision and control of infrastructure construction works;
Site Supervisor (on-site control) (1/site): Rural Engineering / Civil Engineering Technician (BEPC + 3 years); with over 5 years of experience, including 3 similar assignments;
Electromechanical/Refrigeration Engineer: Electromechanical Engineering, Industrial Engineering; Electrical Engineering;
Industrial Refrigeration and Air Conditioning; Or any other relevant equivalent diploma (Master's degree); At least 5 years of professional experience; Participation in at least three (3) similar projects involving cold rooms, refrigerated warehouses, refrigerated containers, preservation units for food, pharmaceutical, or agri-food products.
National Expert in Milk Hygiene and Quality: Veterinarian, Food Technologist or Dairy Technology, Agri-food Sciences, Food Safety and Quality Control, Animal Production, Zootechnics, or Animal Production with specialization in the dairy sector; At least 5 years of experience; Bachelor's degree +4 or Bachelor's degree +5. Have completed at least 3 similar missions of audit, inspection, quality control, training, or technical assistance in the dairy sector.
