This Expression of Interest follows the publication of the General Procurement Notice (GPN) published on the World Bank website on August 5, 2025, and in Sahel Dimanche on August 8, 2025.
1. The Government of the Republic of Niger has requested financing from the World Bank to finance the Project to Support the Development of Irrigated Crops and the Intensification of Animal Production (PACIPA) and intends to use part of the financing amount to make payments under the following contract: RECRUITMENT OF A CONSULTANT / FIRM TO CONDUCT THE STUDY OF THE EVALUATION OF ACHIEVEMENTS FROM PREVIOUS PROJECTS IN THE CONTEXT OF PROMOTING AND MARKETING NIGERIEN ONIONS ON INTERNATIONAL MARKETS.
2. The Consultant's services ("Services") include: see Terms of Reference below.

The Project Management Unit for the Support Project for the Development of Irrigated Crops and the Intensification of Animal Production (PACIPA) invites eligible consultants to express their interest in providing the services described above. Interested Consultants must provide information demonstrating that they possess the required qualifications and relevant experience for the execution of the Services. The criteria for establishing the shortlist are:
Consultant Qualifications:
The Firm must demonstrate at least eight (08) to ten (10) years of experience in carrying out diagnostic studies, performance evaluations, and capitalization of achievements of development projects and programs. It must also demonstrate relevant experience in the analysis of agricultural and agro-pastoral value chains, particularly horticultural chains such as onions, as well as in the study of markets, marketing, competitiveness, and access to regional and international markets and have the following personnel:
Team Leader:
Minimum Master's degree (Bac+5) in agricultural economics, agribusiness, international trade, or related fields. Minimum 12 years of experience in agricultural value chain development in West Africa, including at least 5 years in export-oriented value chains. Demonstrated knowledge of the onion value chain or, more broadly, of export horticultural value chains in the region. At least two similar assignments financed by a MDB (World Bank, AfDB, EU, IFAD). Proficiency in economic analysis tools for value chains (value chain budget, competitiveness analysis, value chain SWOT matrix). Excellent command of French; knowledge of Hausa is desirable.
Regional Markets and Trade Expert:
Master's degree (Bac+5) in international trade, economics, or marketing. Minimum 8 years of experience in analyzing West African regional markets, with knowledge of the Nigerian market and coastal markets. Knowledge of sanitary and phytosanitary standards applicable to horticultural products. Experience in competitive analysis of agricultural exports.
Quality, Post-Harvest, and Logistics Expert:
Master's degree (Bac+5) in food technology, agronomy, or logistics. Minimum 8 years of experience in post-harvest management of horticultural products, quality standards (Codex Alimentarius, GlobalGAP), certification systems, and agricultural supply chain logistics in the West African context.
