Aninver Development Partners is seeking an expert Team Leader and PPP Structuring Specialist for an upcoming consulting assignment in Algeria funded by UNDP. The initiative focuses on transforming the waste management sector into a circular economy through integrated organic waste valorization and renewable energy generation.

The successful candidate will lead the multidisciplinary team through a comprehensive scope involving financial analysis, public-private partnership structuring, debt mobilization, and competitive selection of private operators to achieve sustainable climate and economic objectives.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Analyze and validate existing financial studies and business plans for waste valorization and energy projects
• Recommend and structure the most appropriate public-private partnership model and risk-sharing matrix
• Secure financing conditions and guide the process through private partner selection and financial close
• Deliver targeted capacity building on business plan development and PPP structuring to national stakeholders

Scope of work

• Review feasibility, technical, environmental, and social studies to evaluate the realism of economic and financial assumptions
• Conduct sensitivity analyses on key model variables to assess overall project bankability
• Define the project financing strategy and identify potential lenders and development finance institutions
• Propose a legal structuring framework for the project vehicle and advise on key contractual agreements
• Conduct market sounding with potential investors and financial institutions to enhance project attractiveness
• Prepare and manage the Expression of Interest and Request for Proposals processes
• Support the finalization and signing of contractual and financing agreements until financial close
• Organize a training workshop and ensure knowledge transfer to national teams

Your role as Chef.fe d'équipe / Spécialiste en structuration PPP

• Act as Team Leader, managing overall project execution, stakeholder engagement, and timely deliverable submission
• Lead capacity-building sessions on business plan development and public-private partnership structuring
• Evaluate and review existing business plans, financial models, and underlying technical and economic assumptions
• Recommend the optimal public-private partnership structuring option and draft the risk allocation matrix
• Coordinate market-sounding activities with investors and financial institutions
• Oversee the competitive selection process for private partners from pre-selection to final award
• Guide the finalization of contractual arrangements and support achievement of financial close conditions
• Facilitate knowledge transfer and present final recommendations to national stakeholders

Requirements

• Master's degree or equivalent in finance, economics, business law, engineering, or a related field
• Minimum of C1 proficiency in French
• At least 10 years of professional experience in project finance consulting, PPP structuring, or infrastructure financing
• Demonstrated experience as Team Leader or mission manager on PPP structuring or project finance assignments
• Previous professional experience in the MENA region

Desirable

• Specific experience in circular economy, waste management, or renewable energy sectors
• Established network with regional investors, lenders, and development finance institutions

An experienced Team Leader and PPP Structuring Specialist with a strong background in infrastructure project finance, a track record of leading multidisciplinary teams in the MENA region, and fluency in French.
