Aninver Development Partners SL is currently preparing a proposal for a consulting assignment financed by the African Development Bank (AfDB) in Namibia. The initiative focuses on addressing growing energy demands, reducing network losses, and improving public safety through reliable infrastructure in peri-urban areas and informal settlements.

To strengthen our team for this infrastructure development project, we are seeking a qualified Civil Engineer - Civil works & structural. The expert will play a critical role in conducting technical assessments, feasibility studies, and detailed engineering designs for electrical distribution networks and associated facilities across the country.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Prepare robust, bankable feasibility studies and implementation-ready designs for electrical grid reinforcement and expansion.
• Assess civil works and structural requirements for distribution lines, buildings, and substations.
• Incorporate geotechnical and terrain-specific considerations into structural engineering designs.
• Ensure full compliance with environmental, social, and technical standards throughout the project cycle.

Scope of work

• Conduct field inspections, walkover surveys, and initial data collection during inception missions to assess existing network assets.
• Carry out topographical surveys, route definitions, profiling, contouring, and tower spotting for medium and low-voltage distribution lines.
• Assess civil works and structural requirements for distribution lines, buildings, and substations, incorporating geotechnical considerations.
• Design substation upgrades and expansions meeting technical standards and safety codes.
• Prepare detailed technical specifications, bills of quantities, and complete bidding documents for tendering works.

Your role as Civil Engineer - Civil works & structural

• Lead all civil engineering and structural assessments for distribution lines and substation buildings.
• Evaluate site conditions, terrain profiles, and geotechnical data to inform structural design parameters.
• Collaborate with electrical and power system engineers to integrate civil works into overall grid expansion plans.
• Prepare detailed engineering drawings, structural calculations, and technical specifications for civil and structural components.
• Contribute to the preparation of bidding documents, bills of quantities, and cost estimates for civil works.
• Provide technical support during procurement, tender evaluation, and subsequent construction supervision phases.

Requirements

• Education: Bachelor’s degree in civil engineering

Desirable

• At least 5 years’ experience in distribution lines structures and buildings for distribution substations, ideally in similar terrain conditions
• Previous professional experience in Namibia or the broader southern African region.
• Familiarity with African Development Bank (AfDB) guidelines and safeguard policies.

An experienced civil engineer with a strong background in structural design for electrical distribution networks and substations, eager to contribute to sustainable infrastructure development in Namibia.
