Distribution Electrical Engineer – Namibia

Aninver Development Partners SL (www.aninver.com) is looking for a Distribution Electrical Engineer for a consultancy assignment financed by City of Windhoek in Namibia.

Aninver Development Partners is preparing a proposal for a consulting assignment financed by the African Development Bank (AfDB) in Namibia. The initiative focuses on addressing growing energy demands, reducing network losses, and improving public safety through reliable infrastructure in peri-urban areas and informal settlements.

We are seeking a qualified Distribution Electrical Engineer to join our expert team. The selected professional will play a key role in supporting the local authority in upgrading its electrical distribution backbone through comprehensive feasibility studies, grid expansion planning, and infrastructure reinforcement.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct technical, economic, and financial feasibility assessments for grid reinforcement and expansion in peri-urban areas.
• Design and plan the replacement of critical main transformers and associated distribution infrastructure.
• Prepare robust, bankable feasibility studies and implementation-ready designs for electrical grid reinforcement and peri-urban expansion.
• Ensure full compliance with environmental and social safeguard policies of the AfDB and local regulatory frameworks.

Scope of work

• Conduct field inspections, walkover surveys, and initial data collection to assess existing legacy network assets and operating conditions.
• Perform power system modeling, load flow analysis, short-circuit calculations, and stability analysis to determine grid reinforcement requirements.
• Carry out topographical surveys, route definitions, profiling, contouring, and tower spotting for medium and low-voltage distribution lines.
• Evaluate the condition of main transformers and formulate technical specifications for their replacement and capacity enhancement.
• Review and update existing studies for municipal streetlighting systems, assessing energy efficiency, hardware options, and network coverage.
• Prepare detailed technical specifications, bills of quantities, and complete bidding documents for tendering works.

Your role as Distribution Electrical Engineer

• Lead the technical design and operational planning for medium and high-voltage distribution networks.
• Apply extensive expertise in 11kV or above distribution network design and operations to project deliverables.
• Contribute to the design and planning of transmission and distribution line projects matching similar terrain conditions.
• Collaborate closely with multidisciplinary team members, including substation, civil, and power system engineers.
• Support feasibility assessments, grid expansion planning, and the preparation of implementation-ready designs.
• Assist the client through bidding processes, tender evaluation, and technical stakeholder coordination.

Requirements

• Education: Bachelor’s degree in electrical engineering or relevant fields
• At least 10 years of relevant experience
• Experience in distribution network of 11kV or above design and operations
• Specific experience of working on at least one transmission line design project of similar nature and in similar terrain conditions

Desirable

• Prior experience working on donor-funded infrastructure projects, particularly with the African Development Bank.
• Familiarity with the energy sector and regional operating conditions in Namibia.

An experienced Distribution Electrical Engineer with a strong background in 11kV+ network design and operations, ready to deliver impactful electrical infrastructure solutions in Namibia.
