Project Director – Namibia

Aninver Development Partners SL (www.aninver.com) is looking for a Project Director for a consultancy assignment financed by City of Windhoek in Namibia.

Aninver Development Partners is preparing a proposal for an upcoming electrical infrastructure consultancy assignment funded by the City of Windhoek in Namibia. The initiative focuses on addressing growing energy demands, reducing network losses, and improving public safety through reliable infrastructure in peri-urban and informal settlements. Key activities include grid reinforcement, expansion, substation upgrades, and municipal streetlighting system updates.

To lead this strategic energy sector initiative, we are seeking an experienced Project Director. The successful candidate will oversee multidisciplinary consultancy teams, manage client relationships with local authorities, and ensure full adherence to donor environmental and social safeguard policies throughout the project cycle, from feasibility studies to detailed design and implementation support.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Prepare robust, bankable feasibility studies and implementation-ready designs for electrical grid reinforcement, peri-urban expansion, and streetlighting systems in Namibia.
• Conduct comprehensive technical, economic, and financial feasibility assessments for grid reinforcement and expansion in peri-urban areas.
• Manage the design, planning, and replacement of critical 66/11 kV main transformers and associated substation infrastructure.
• Re-evaluate, update, and optimize the existing feasibility study for the municipal streetlighting system.
• Ensure full compliance with environmental and social safeguard policies of the donor and local regulatory frameworks.

Scope of work

• Conduct field inspections, walkover surveys, and initial data collection during inception missions to assess existing legacy network assets and operating conditions.
• Perform power system modeling, load flow analysis, short-circuit calculations, and stability analysis to determine grid reinforcement requirements.
• Carry out topographical surveys, route definitions, profiling, contouring, and tower spotting for medium and low-voltage distribution lines.
• Evaluate the condition of main 66/11 kV transformers and formulate technical specifications for their replacement and capacity enhancement.
• Review and update existing studies for the municipal streetlighting system, assessing energy efficiency, hardware options, and network coverage.
• Perform comprehensive financial and economic analyses, including tariff modeling and financial return calculations.
• Prepare Environmental and Social Impact Assessments and management plans aligned with donor safeguard policies.
• Prepare detailed technical specifications, bills of quantities, and complete bidding documents for tendering works.

Your role as Project Director

• Provide overall leadership, strategic direction, and management of the multidisciplinary consultancy team throughout the project lifecycle.
• Serve as the primary point of contact for the client, local stakeholders, and the donor regarding project execution and deliverables.
• Oversee the preparation of comprehensive technical, economic, and financial feasibility studies for electrical transmission and distribution networks.
• Manage the delivery of detailed designs, grid reinforcement plans, and substation upgrade specifications for 66 kV and above infrastructure.
• Ensure all project outputs meet high international quality standards and adhere strictly to the donor's environmental and social safeguard policies.
• Coordinate closely with local authorities and technical departments to align project milestones with municipal energy goals.
• Supervise the preparation of bidding documents, tender evaluations, and procurement support activities for contractors.

Requirements

• Education: Master’s degree in electrical engineering preferred
• Minimum 15 years of working experience in implementation of electricity transmission/distribution projects
• Specific experience in the last 10 years of managing consultancy teams working on feasibility study and detail design of at least three transmission/distribution line projects of 66kV or above in a similar terrain condition and in countries other than Expert’s home country

Desirable

• Previous professional experience in Namibia or the broader Southern African region.
• Familiarity with African Development Bank procurement and safeguard procedures.

An experienced Project Director with a strong background in electrical engineering and a proven history of managing international electricity transmission and distribution consultancy teams for complex infrastructure projects.
