Economist/Financial Analyst – Namibia

Aninver Development Partners SL (www.aninver.com) is looking for a Economist/Financial Analyst for a consultancy assignment financed by City of Windhoek in Namibia.

Aninver Development Partners SL is currently preparing a proposal for a consulting assignment with the City of Windhoek in Namibia, financed by the African Development Bank (AfDB). The initiative focuses on addressing growing energy demands, reducing network losses, and improving public safety through critical electrical infrastructure enhancements, including grid reinforcement, peri-urban expansion, and municipal streetlighting upgrades.

To strengthen our expert team for this prospective project, we are seeking a qualified Economist/Financial Analyst. The successful candidate will play a pivotal role in conducting rigorous financial and economic assessments for medium voltage distribution lines and substation projects, ensuring that all proposed interventions meet financial viability standards and international development guidelines.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct robust financial and economic feasibility assessments for electrical grid reinforcement and peri-urban expansion initiatives.
• Evaluate project cost-effectiveness and funding mechanisms in alignment with the local authority and donor requirements.
• Contribute to the preparation of comprehensive, bankable feasibility studies and implementation-ready designs.
• Ensure full compliance with financial evaluation standards and reporting guidelines of the African Development Bank.

Scope of work

• Perform comprehensive financial and economic analyses, including tariff modeling and cost-benefit evaluations.
• Calculate financial and economic internal rates of return (FIRR and EIRR) for distribution lines and substation projects.
• Assess project affordability, sustainability, and financing structures for peri-urban electrification and streetlighting systems.
• Collaborate with technical specialists to integrate cost estimates and economic indicators into overall feasibility reports.
• Assist in preparing project documentation and financial data required for stakeholder reviews and procurement processes.

Your role as Economist/Financial Analyst

• Lead the financial and economic analysis workstreams for medium voltage distribution line and substation projects.
• Develop detailed financial models to evaluate project cash flows, operational expenditures, and capital investments.
• Conduct economic evaluations to quantify social and economic benefits of improved electricity access and reliability.
• Draft comprehensive financial and economic sections of the feasibility study reports.
• Coordinate closely with multidisciplinary team members to ensure alignment between technical engineering designs and financial parameters.
• Participate in stakeholder consultations and present financial findings to client representatives and the donor.

Requirements

• Education: Master’s degree in Economics, Business Administration, Finance or related studies preferred
• Minimum 10 years of consulting experience in Financial/Economic analysis of medium voltage distribution lines/substation projects

Desirable

• Prior working experience in Southern Africa or similar operating environments.
• Demonstrated experience in utility-scale tariff studies and energy sector reforms.

An experienced Economist/Financial Analyst with a strong background in evaluating power distribution infrastructure projects, excellent financial modeling skills, and a proven track record working on donor-funded energy initiatives.
