Aninver Development Partners SL is seeking an expert Power System Engineer for an upcoming consultancy assignment financed by the African Development Bank (AfDB) in Namibia. The project focuses on addressing growing energy demands, reducing network losses, and improving public safety through reliable infrastructure in peri-urban areas and informal settlements, specifically supporting grid reinforcement, expansion, and municipal streetlighting systems.

The successful candidate will play a pivotal role in conducting technical feasibility assessments, power system modeling, and grid analyses for the local municipal electricity department. This key expert position requires extensive technical expertise in electrical system modeling to ensure the delivery of robust, bankable feasibility studies and implementation-ready designs for electrical distribution backbones.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct comprehensive technical, economic, and financial feasibility assessments for grid reinforcement and expansion in peri-urban areas.
• Perform rigorous power system modeling and network analysis to determine grid reinforcement requirements.
• Support the design and planning of critical 66/11 kV main transformer replacements and associated substation infrastructure.
• Contribute to the preparation of complete bidding documents and provide technical inputs for the procurement of contractors.
• Ensure full compliance with technical standards, local regulatory frameworks, and AfDB safeguard policies.

Scope of work

• Conduct field inspections, walkover surveys, and initial data collection during inception missions to assess existing legacy network assets and operating conditions.
• Perform power system modeling, load flow analysis, short-circuit calculations, and stability analysis using specialized software.
• Evaluate the condition of main 66/11 kV transformers and formulate technical specifications for their replacement and capacity enhancement.
• Design substation upgrades and expansions meeting technical standards and safety codes.
• Review and update existing studies for municipal streetlighting systems, assessing energy efficiency and network coverage.
• Assist the client through bidding processes, tender evaluation, and technical contract negotiations.
• Coordinate closely with local stakeholders, the municipal electricity department, and multidisciplinary project teams.

Your role as Power System Engineer

• Lead the electrical system modeling and analysis tasks using software such as PSS/E.
• Execute detailed load flow, stability, and short-circuit analyses for the medium and low-voltage distribution networks.
• Determine network reinforcement requirements and technical capacity enhancements for the electricity distribution backbone.
• Collaborate with substation and distribution engineers to integrate modeling findings into practical substation and line designs.
• Prepare technical reports, feasibility documentation, and design specifications relating to power system performance.
• Contribute to the formulation of bills of quantities and bidding documents for electrical works.
• Provide technical support during tender evaluations and contractor procurement phases.

Requirements

• Education: Bachelor's Degree
• At least 10 years’ experience in electrical system modeling and analysis, familiar with system analysis software such as PSS/E, well-versed in load flow, stability, and short-circuit analysis

Desirable

• Previous professional experience working on donor-funded energy infrastructure projects in Africa.
• Familiarity with African Development Bank (AfDB) operational procedures and technical standards.

A detail-oriented Power System Engineer with at least 10 years of expertise in electrical network modeling, PSS/E software applications, and comprehensive grid stability and load flow analyses for municipal distribution projects.
