Survey Engineer – Namibia

Aninver Development Partners SL (www.aninver.com) is looking for a Survey Engineer for a consultancy assignment financed by City of Windhoek in Namibia.

Aninver Development Partners is currently preparing a proposal for an upcoming electrical infrastructure initiative financed by the African Development Bank (AfDB) in Namibia. The project focuses on conducting comprehensive feasibility studies, grid reinforcement, peri-urban expansion, and municipal streetlighting system upgrades to address growing energy demands and improve public safety in the capital city.

To successfully deliver this assignment, we are seeking a qualified Survey Engineer to join our multidisciplinary consultancy team. The expert will play a critical role in carrying out detailed technical fieldwork, topographical mapping, and alignment studies essential for the reinforcement and expansion of the electricity distribution network.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Prepare robust, bankable feasibility studies and implementation-ready designs for electrical grid reinforcement and peri-urban expansion.
• Conduct rigorous topographical surveys and mapping for medium and low-voltage distribution networks.
• Ensure all survey and engineering activities comply with local regulatory frameworks and AfDB environmental and social standards.
• Contribute to overall project preparation, bidding document formulation, and subsequent infrastructure development phases.

Scope of work

• Conduct field inspections, walkover surveys, and initial data collection during inception missions to assess legacy network assets.
• Perform topographical surveys, route definitions, profiling, contouring, and tower spotting for distribution lines.
• Assess civil works and structural requirements for distribution lines and associated infrastructure, incorporating geotechnical considerations.
• Collaborate with electrical, power system, and civil engineering experts to integrate survey data into comprehensive feasibility reports.
• Assist in the preparation of technical specifications, bills of quantities, and bidding documentation for tendering works.

Your role as Survey Engineer

• Plan and execute detailed land and topographical surveys for 11kV distribution lines or above.
• Perform route definition, terrain profiling, contour mapping, and precise tower spotting.
• Coordinate closely with the municipal electricity department and local stakeholders during field operations.
• Ensure adherence to high technical standards and safety guidelines during all survey missions.
• Deliver accurate survey reports, spatial data, and mapping outputs to feed into power system modeling and design phases.
• Participate in technical progress reporting and contribute to project deliverables as required by the team leader.

Requirements

• Education: Bachelor’s degree in Survey/Civil Engineering or other relevant discipline
• Over 5 years of consulting experience, with previous experience in detail survey of 11kV distribution lines or above, including route definition, detail survey, profiling, contouring, and tower spotting

Desirable

• Previous professional experience working on energy sector projects financed by international financial institutions such as the AfDB.
• Familiarity with the geographic and terrain conditions of Southern Africa.

An experienced Survey Engineer with a strong background in topographical mapping and route profiling for medium-voltage distribution lines, eager to contribute to critical energy infrastructure development in Namibia.
