Aninver Development Partners is preparing a proposal for a consulting assignment funded by the EBRD in the transport sector in Azerbaijan. We are seeking an expert Contract / Procurement Specialist to join our team for this important maritime due diligence project.

The assignment focuses on providing commercial and technical advisory services for the construction of multipurpose dry cargo vessels and reviewing broader maritime operations in the Caspian Sea and the Middle Corridor. The selected expert will play a vital role in evaluating procurement arrangements, ensuring value for money, and supporting informed investment decisions.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Evaluate shipbuilding contracts and contractor oversight mechanisms for maritime investments
• Conduct thorough value for money assessments in line with international best practices
• Ensure all procurement activities comply with applicable standards and operational requirements
• Contribute to comprehensive commercial and technical due diligence reporting

Scope of work

• Examine shipbuilding contracts and procurement documentation for proposed vessel construction
• Review mechanisms and procedures for overseeing contractors in the maritime sector
• Perform value for money assessments for maritime infrastructure and fleet investments
• Evaluate project alignment with EBRD Procurement Policies and Rules (PPRs)
• Collaborate with the multidisciplinary team to assess commercial, technical, and financial viability
• Participate in site visits to facilities and company management in Azerbaijan
• Contribute to the drafting of comprehensive due diligence reports for the donor

Your role as Contract / Procurement Specialist

• Lead the contract and procurement review workstream for the maritime assignment
• Analyze detailed shipbuilding contracts and contractual terms for new vessel construction
• Assess the adequacy of contractor oversight and management mechanisms
• Conduct rigorous value for money evaluations on proposed capital expenditures
• Advise the team on alignment with EBRD's Procurement Policies and Rules (PPRs)
• Draft clear, concise sections of the due diligence report related to contract and procurement findings
• Engage with the client management and project stakeholders during site visits in Azerbaijan

Requirements

• Excellent knowledge of and experience (10 years or more) in shipbuilding contracts, mechanisms for overseeing contractors in maritime sectors and value for money assessments
• Languages: Fluency in English is essential

Desirable

• Familiarity with EBRD’s Procurement Policies and Rules (PPRs) is a plus
• Familiarity with EBRD’s Procurement Policies and Rules (PPRs)
• Previous professional experience in the Caspian Sea basin or similar regional contexts
• Experience working on international donor-funded transport and shipping assignments
