Aninver Development Partners SL (www.aninver.com) is looking for a Technical expert for a transport consultancy assignment financed by EBRD in Azerbaijan.

Aninver Development Partners is preparing a proposal for a prospective consultancy assignment in the transport sector in Azerbaijan, supported by the European Bank for Reconstruction and Development (EBRD). The initiative involves providing comprehensive commercial and technical due diligence consulting services for the construction of specialized dry cargo vessels and reviewing broader maritime operations across the Caspian Sea basin and the Middle Corridor.

We are seeking an expert Technical Expert to join our team for this assignment. The successful candidate will play a critical role in evaluating technical parameters, design specifications, and operational suitability of proposed vessel classes to inform investment decisions and ensure compliance with international standards.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct a comprehensive technical due diligence of the maritime shipping project to inform investment decisions.
• Assess the technical and operational viability of constructing RSD30C design class and other multipurpose dry cargo vessels.
• Review the operational performance of merchant and offshore support vessel fleets operating in the Caspian Sea and Middle Corridor.
• Evaluate project compliance with international environmental, technical, and institutional standards.

Scope of work

• Analyze transport flows across the Caspian Sea and the Middle Corridor, evaluating market demand for dry cargo, container, and general cargo segments.
• Assess the technical parameters of the proposed RSD30C design class and other multipurpose dry cargo vessels, reviewing design specifications and operational suitability.
• Examine shipbuilding contracts, mechanisms for overseeing contractors, and value for money, ensuring alignment with relevant institutional procurement policies and rules.
• Perform financial evaluations of investments in the maritime sector, valuation of vessels, and preparation of financial projections.
• Evaluate climate and Paris Agreement alignment characteristics and overall environmental performance of the vessels in line with applicable requirements.
• Conduct site visits to client facilities and company management in Azerbaijan, and prepare comprehensive due diligence reports.

Your role as Technical expert

• Provide expert technical knowledge regarding the RSD30C design class and other similar multipurpose dry cargo vessels.
• Assess the technical parameters of the proposed vessels and deliver professional opinions in line with the terms of reference.
• Review detailed vessel design specifications and evaluate their operational suitability for regional transport routes.
• Contribute technical insights to the broader commercial and technical due diligence team.
• Participate in site visits to the client's facilities in Azerbaijan as required.
• Draft and contribute to comprehensive technical due diligence reporting deliverables.

Requirements

• Knowledge of RSD30C design class and other similar multipurpose dry cargo vessels
• Experienced in assessing technical parameters of the proposed vessels and providing opinion in line with the Terms of Reference
• Languages: Fluency in English is essential

Desirable

• Experience in similar assignments is a plus
• Experience in similar maritime transport assignments in the Caspian Sea basin.
• Familiarity with EBRD or similar international financial institution operations and standards.
