Aninver Development Partners SL (www.aninver.com) is looking for a Spécialiste en financement de projet & mobilisation de la dette for a finance consultancy assignment financed by UNDP in Algeria.

Aninver Development Partners is preparing a proposal for an upcoming UNDP-supported initiative in Algeria focused on circular economy, waste valorization, and sustainable infrastructure development. We are seeking a qualified Spécialiste en financement de projet & mobilisation de la dette to join our expert team for this important assignment.

The overarching initiative aims to transform the waste value chain into a circular economy model, targeting significant greenhouse gas emission reductions while fostering green jobs and improving local environmental health. The successful candidate will play a pivotal role in designing financing strategies, engaging with financial institutions, and securing debt mobilization for sustainable infrastructure components.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

  • Analyze and validate existing financial models and business plans to ensure project bankability.
  • Define the comprehensive project financing strategy, including debt-to-equity structures.
  • Identify and engage potential lenders, commercial banks, and international financial institutions.
  • Support the competitive selection process of private partners and facilitate financial close.

Scope of work

  • Review and assess existing feasibility and financial studies for realism in technical and economic assumptions.
  • Conduct sensitivity analyses on key financial variables across different economic scenarios.
  • Define the project financing strategy and map potential lenders and development finance institutions.
  • Prepare key presentation materials for lenders and support initial engagements with targeted financial institutions.
  • Execute market-sounding activities with investors and financial stakeholders to enhance project attractiveness.
  • Contribute to the preparation and execution of requests for proposals and expressions of interest.
  • Support the finalization and signature of financing agreements leading to financial close.

Your role as Spécialiste en financement de projet & mobilisation de la dette

  • Lead the debt structuring and financing mobilization components of the assignment.
  • Formulate the optimal debt and equity financing mix for sustainable infrastructure development.
  • Identify, contact, and negotiate with prospective lenders, commercial banks, and development finance institutions.
  • Develop comprehensive information memoranda and financial presentation packs for potential investors.
  • Collaborate closely with legal and financial modeling experts to ensure overall project bancability.
  • Facilitate market-sounding exercises and investor roadshows to test market appetite.
  • Contribute to capacity-building workshops on financial planning and debt mobilization for local stakeholders.

Requirements

  • University degree (Master's or equivalent) in finance, banking, economics, or a related field.
  • Minimum of 8 years of professional experience in project financing, debt structuring, or advisory roles with lenders and investors.
  • Proven track record with at least 2 references in mobilizing financing for infrastructure or energy projects, including interactions with banks or development finance institutions.
  • Prior professional experience in the MENA region, with familiarity in Algeria considered a strong asset.
  • Minimum C1 professional proficiency in French.

Desirable

  • Experience in waste management, circular economy, or renewable energy financing.
  • Familiarity with UNDP or other international donor-funded project procedures and requirements.

An experienced project finance and debt mobilization expert with at least 8 years of background in structuring infrastructure transactions, securing funding from international financial institutions, and working within the MENA region.
