Description

Agency: UN Secretariat | Reference: EOIUNON24801 | Type: Request for EOI The United Nations Office at Nairobi (UNON), on behalf of the United Nations Human Settlements Programme (UN-Habitat) Regional Office for Africa (ROAF), invites qualified, experienced, and reputable consultancy firms with demonstrated experience to submit Expressions of Interest (EOI) for participation in the upcoming Request for Proposal (RFP) for the Consultancy Services for Strengthening Solid Waste Management and Kibele Landfill Operations in Zanzibar. Project Background: Rapid urbanization across Sub-Saharan Africa has outpaced the capacity of cities and local governments to manage municipal solid waste effectively. On average, only 52% of waste generated in African cities is collected, and over 80% of what is collected is disposed of in uncontrolled or poorly managed facilities. Open dumping and mismanaged landfill sites pose serious risks to public health and the environment, generating greenhouse gas emissions, contaminating groundwater and soil, and creating conditions that lead to fires, slope failures, and flooding. Waste management accounts for approximately 8% of total greenhouse gas emissions across the African continent, yet it remains persistently under-prioritized in national and local government agendas. In response to these challenges, the Ministry of Environment of Japan (MoEJ), through its support to the African Clean Cities Platform (ACCP), has established a technical assistance program implemented jointly by UN-Habitat and the World Bank to support selected cities to improve waste management through technical advice, infrastructure, institutional capacity building, regulatory framework, and policy reform, among others. Zanzibar is a semi-autonomous region within the United Republic of Tanzania (URT), covering a total land area of 2,461 km². The region comprises two main islands, namely Unguja and Pemba, which together form the Zanzibar Archipelago. According to the 2022 Tanzania Population and Housing Census, Zanzibar had a population of 1,889,773, representing an increase of approximately 45 percent from the 1,303,569 recorded in 2012. This rapid population growth, combined with ongoing urbanization and economic expansion, has brought significant opportunities for development on the Island. However, it has also intensified urban challenges and put pressure on urban services, not least of which is waste management. The Zanzibar local government authority plays a crucial role in the delivery of basic urban services, ensuring the provision of essential infrastructure, facilities, and services that support the Island’s rapid population growth and urbanization. Among the services provided by the local authorities is solid waste management. Waste collection capacity in Zanzibar remains limited, with significant variation between Pemba and Unguja. In Pemba, approximately 56 tons of waste (equivalent to about 24% of total daily generation) are collected and disposed of. In Unguja, collection performance is relatively higher, with approximately 298 tons collected per day (45%) of total waste generated. However, this performance is largely driven by the Zanzibar Urban Municipal Council (ZUMC), which is the most populous and only district demonstrating a relatively well-functioning collection system The objective of this consultancy is to: • Conduct a comprehensive technical and operational assessment of Kibele landfill, including infrastructure condition, operational practices, environmental performance, and risk analysis • Assess and strengthen institutional, operational, and financial arrangements for Kibele landfill including a realistic financial sustainability framework • Evaluate feasible options for landfill remediation, stabilization, partial closure, and capacity extension, including Fukuoka methods (semi-aerobic) and conventional landfill improvement measures • Development of practical recommendations to improve landfill operations, maintenance, monitoring, and performance management • Conceptual planning for landfill upgrading, including environmental control systems (e.g., drainage, leachate, gas), partial closure of completed areas, and potential expansion or reconfiguration to extend landfill life • Preparation of Enabling Documents. .The expected enabling documents include a Design, Operation and Closure Plan (DOCP), operational frameworks/KPIs, and draft technical notes that can support subsequent detailed design, specifications, and tender documentation (for closure/expansion/ rehabilitation) • Deliver targeted capacity building and on-site training for landfill operations and management Specific Requirements/Information IMPORTANT: Vendors must register their interest to this EOI electronically online, through UNGM. Submission via email will not be accepted. Vendors expressing interest must be registered with the United Nations Global Marketplace (UNGM) at minimum of Basic Registration Level.
