About IUCN
IUCN is a membership Union uniquely composed of both government and civil society organisations. It
provides public, private and non-governmental organisations with the knowledge and tools that enable
human progress, economic development and nature conservation to take place together.
Created in 1948, IUCN is now the world’s largest and most diverse environmental network, harnessing
the knowledge, resources and reach of more than 1,400 Member organisations and around 15,000
experts. It is a leading provider of conservation data, assessments and analysis. Its broad membership
enables IUCN to fill the role of incubator and trusted repository of best practices, tools and international
standards.
IUCN provides a neutral space in which diverse stakeholders including governments, NGOs, scientists,
businesses, local communities, indigenous peoples’ organisations and others can work together to forge
and implement solutions to environmental challenges and achieve sustainable development.
Working with many partners and supporters, IUCN implements a large and diverse portfolio of
conservation projects worldwide. Combining the latest science with the traditional knowledge of local
communities, these projects work to reverse habitat loss, restore ecosystems and improve people’s
well-being.

About the Project
Pamoja Tuhifadhi Bahari Yetu (BY) Project is a four-year initiative (2024–2028) implemented by IUCN,
TNC, WCS, WWF, FORUMCC, and government counterparts in Mainland Tanzania (through the Ministry
of Livestock and Fisheries-MLF) and Zanzibar (through the Ministry of Blue Economy and Fisheries-
MOBEF). The project aims to:
➢ Improve environmental protection and biodiversity conservation of coastal and marine
ecosystems.
➢ Strengthen community-led coastal forest resource management.
➢ Reduce plastic pollution in rivers, estuaries, and the marine environment; and
➢ Enhance institutional and research capacity for coastal and marine resource management.
Statement of Requirements for Goods v1 March2024
The project is structured around five work packages (WP), each of which is implemented by a distinct
partner, and, when necessary, by two partners, to achieve the outcomes. The WPs are in the following
areas: protection of marine resources and biodiversity, strengthening of community-led management of
coastal forests, prevention of plastic litter in marine and estuary water bodies, enhancement of
institutional capacities for the research, monitoring, surveillance, and management of coastal and marine
resources, and the last is project management, coordination, and acceleration of impact.
Work Package 3 (WP3) of the Bahari Yetu Project focuses on addressing and controlling marine plastic
pollution through a multi-pronged approach that includes policy influence and enforcement, promotion of
circular economy solutions, and implementation of awareness and behavioral change programs. These
efforts aim to reduce plastic leakage into marine and estuary ecosystems while fostering sustainable
practices at the community level.
A key component of WP3 is the support of local plastic ventures, which involves providing essential
equipment, technical supports, and skills to enhance operational capacity. The programme targets
ventures across the plastic value chain, including recyclers and aggregators, with strong potential for
innovation, job creation, and inclusion of women and youth. By scaling up their businesses and circular
economy practices, these ventures can transform plastic waste into viable business opportunities,
generating income, creating jobs, and delivering broader socio-economic and environmental benefits,
while contributing to the reduction of marine plastic pollution.
Through these initiatives, the project will not only strengthen the capacity of plastic ventures but also
promotes sustainable livelihoods, fosters environmentally responsible enterprises, and supports the long-
term reduction of marine plastic pollution.
