Climate Change / Sustainable Development Legal Expert – Saint Vincent and the Grenadines

Aninver Development Partners SL (www.aninver.com) is looking for a Climate Change / Sustainable Development Legal Expert for a environment consultancy assignment financed by Caribbean Community Climate Change Centre in Saint Vincent and the Grenadines.

Aninver Development Partners SL is currently preparing a proposal for an upcoming environmental assignment funded by the Caribbean Community Climate Change Centre (CCCCC) in Saint Vincent and the Grenadines. The initiative focuses on enhancing coastal ecosystem protection, climate resilience, and sustainable management by addressing critical regulatory and governance gaps across Small Island Developing States.

To support this initiative, we are seeking an expert Climate Change / Sustainable Development Legal Expert. The successful candidate will provide specialized legal analysis, review existing frameworks, and contribute to the drafting of implementation-ready regulatory instruments, policies, and management plans tailored to the country's specific needs in marine and coastal resource governance.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Develop and review implementation-ready, country-specific legal and regulatory frameworks for coastal and marine ecosystem management.
• Strengthen national policy instruments, guidelines, and protocols for coral reefs, mangroves, and seagrasses.
• Enhance institutional coordination mechanisms and legal arrangements for integrated coastal management.
• Integrate climate resilience, ecosystem-based adaptation, and sustainable development principles into national legal instruments.

Scope of work

• Review existing national and regional legislation, policies, and legal frameworks relevant to coastal and marine ecosystem management.
• Conduct legal diagnostics to identify regulatory gaps, implementation challenges, and priority areas for reform.
• Engage with national authorities, government agencies, and key stakeholders virtually and in-person to validate legal assessments.
• Draft country-specific regulations, policy guidelines, and actionable legal frameworks for marine and coastal protection.
• Participate in national validation workshops to present, review, and refine draft legal instruments with local stakeholders.
• Finalize all legal outputs, toolkits, and reporting documentation based on feedback from the CCCCC and national stakeholders.

Your role as Climate Change / Sustainable Development Legal Expert

• Lead the legal components of the assignment, providing expert advice on environmental law, climate change, and sustainable development.
• Review and strengthen existing national coastal and marine spatial plans, cabinets roadmaps, and related policy documents.
• Draft robust national policies, regulations, and management guidelines specifically addressing coral reef and mangrove protection.
• Collaborate with multidisciplinary team members to ensure legal feasibility and institutional alignment of all proposed frameworks.
• Design legal and regulatory monitoring protocols to support long-term adaptive management and compliance.
• Facilitate stakeholder consultations and validation workshops to secure consensus on proposed legal and regulatory reforms.

Requirements

• Education: Minimum of a Master's degree (MSc, LLM or equivalent) in National planning, Policy development, Sustainable development, Climate change, Environmental management, International Environmental Law, Public international law or other related disciplines
• At least 5 years of experience in legal analysis and advice for natural resource management/coastal and marine resources
• Demonstrated experience in reviewing, drafting, or developing legislation, regulations, policies, legal frameworks, or regulatory instruments related to environmental management, marine governance, climate change, sustainable development, or the Blue Economy
• Languages: Not specified

Desirable

• Prior professional experience working within Caribbean Small Island Developing States (SIDS) on environmental law matters.
• Familiarity with regional institutions, donor-funded projects, and international climate finance guidelines.

A seasoned legal professional with extensive background in environmental law and policy development within island or coastal contexts, capable of translating complex climate resilience objectives into practical, implementation-ready national legislation.
