Aninver Development Partners is seeking an expert Team Leader / Coastal & Marine Environmental Policy Specialist for an upcoming environmental assignment funded by the Caribbean Community Climate Change Centre (CCCCC) in Saint Vincent and the Grenadines. The initiative aims to enhance the protection, restoration, and climate resilience of vital coastal ecosystems such as coral reefs, mangroves, and seagrasses.

Working across the region, this pivotal role will drive the development of implementation-ready, country-specific frameworks, action plans, regulations, and monitoring protocols. The successful candidate will guide multi-disciplinary teams and engage key stakeholders to strengthen institutional coordination and advance ecosystem-based adaptation strategies in Small Island Developing States.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Develop implementation-ready, country-specific frameworks, action plans, and regulatory instruments for coastal and marine ecosystem protection.
• Strengthen national institutional coordination and governance arrangements for integrated coastal and marine management.
• Integrate ecosystem-based adaptation and climate-resilient approaches into national planning and restoration processes.
• Enhance long-term implementation capacity through practical monitoring, stakeholder engagement, and adaptive management frameworks.

Scope of work

• Conduct a comprehensive desk review of existing national and regional policies, legislation, and institutional arrangements to identify governance gaps.
• Design and execute an inclusive stakeholder engagement approach, conducting consultations and diagnostic assessments with government authorities and civil society.
• Formulate implementation-oriented country-specific frameworks, management plans, regulatory recommendations, and technical guidelines.
• Incorporate governance arrangements, monitoring considerations, and climate resilience measures into policy outputs.
• Convene in-person validation and presentation workshops in the country to review and refine draft instruments with stakeholders.
• Finalize all deliverables based on stakeholder and CCCCC feedback to produce implementation-ready outputs.
• Prepare a comprehensive Final Consultancy Report summarizing stakeholder engagement, key recommendations, and final outputs.

Your role as Team Leader / Coastal & Marine Environmental Policy Specialist

• Provide overall technical leadership and strategic direction for the assignment, ensuring high-quality deliverables within the 5-month timeframe.
• Lead the review and strengthening of national coastal and marine spatial plans, readiness roadmaps, and related policy instruments.
• Coordinate country-specific diagnostic assessments and stakeholder consultations to validate findings and build consensus.
• Oversee the drafting of national mangrove and coral reef policies, management plans, and monitoring protocols.
• Ensure alignment with donor guidelines, accreditation standards, and regional climate resilience objectives.
• Facilitate validation workshops and present draft frameworks to national focal agencies and key stakeholders.
• Manage team inputs and oversee the timely submission of inception, progress, and final reporting requirements.

Requirements

• Education: Minimum of a Master's degree (MSc or equivalent) in Coastal and Marine Management, Environmental Economics, Ecotourism, Marine Ecology/Biology, Marine Sciences, Natural Resource Management, Natural Sciences, Wetlands Ecology or other related disciplines
• At least 8 years of experience in biodiversity conservation, climate change adaptation, environmental management, national development strategies, or terrestrial/marine conservation/protected areas management
• Minimum 5 years in a leadership role for similar assignments in SIDS/Caribbean
• Minimum 5 years in natural resource policy analysis and advice
• Languages: Not specified

Desirable

• Prior experience working directly with the Caribbean Community Climate Change Centre (CCCCC) or similar regional donor agencies.
• Familiarity with Global Affairs Canada (GAC) funded projects or international climate finance guidelines.
• Demonstrated track record of delivering cabinet-ready policy roadmaps and spatial plans in Caribbean SIDS.
