Aninver Development Partners SL (www.aninver.com) is looking for a Natural Resource Specialist (Natural Resource Engagement Specialist) for a environment consultancy assignment financed by Caribbean Community Climate Change Centre in Saint Vincent and the Grenadines.

Aninver Development Partners is seeking an expert Natural Resource Specialist (Natural Resource Engagement Specialist) for an upcoming climate resilience and coastal protection initiative in Saint Vincent and the Grenadines. Funded by the Caribbean Community Climate Change Centre (CCCCC), this assignment focuses on enhancing the protection, restoration, and sustainable management of vital marine and coastal ecosystems such as coral reefs, mangroves, and seagrasses.

The selected expert will play a pivotal role in bridging technical assessments and stakeholder engagement to develop implementation-ready frameworks, action plans, and monitoring protocols. Working closely with national authorities and local communities in Saint Vincent and the Grenadines, the specialist will support evidence-based decision-making to mitigate climate vulnerabilities and strengthen long-term environmental sustainability.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Support the implementation of country-specific frameworks and action plans for coastal ecosystem protection.
• Enhance national institutional coordination and stakeholder engagement for integrated coastal and marine management.
• Integrate ecosystem-based adaptation and climate-resilient approaches into national environmental planning.
• Strengthen long-term monitoring, evaluation, and adaptive management capacity for marine and coastal resources.

Scope of work

• Participate in inception activities and conduct a comprehensive review of existing national policies, legislation, and strategies relevant to coastal and marine management.
• Conduct country-specific stakeholder consultations and diagnostic assessments with government agencies, civil society, and community groups.
• Contribute to the drafting of implementation-oriented frameworks, management plans, regulatory recommendations, and technical guidelines.
• Develop systematic planning and monitoring protocols for coral reefs, mangroves, and seagrasses.
• Support the review and strengthening of the Coastal and Marine Spatial Plan (CMSP) and Cabinet Readiness Roadmap.
• Assist in drafting national mangrove and coral reef policies.
• Support the facilitation of in-person validation and presentation workshops to refine draft instruments with local stakeholders.

Your role as Natural Resource Specialist (Natural Resource Engagement Specialist)

• Lead technical and consultative activities related to natural resource management and ecosystem engagement in Saint Vincent and the Grenadines.
• Conduct environmental risk monitoring, compliance reviews, and impact assessments for marine and coastal ecosystems.
• Apply quantitative and analytical methods to support fisheries stock assessments and habitat monitoring for mangroves, coral reefs, and seagrasses.
• Engage diverse stakeholders through virtual and in-person consultations to validate findings and ensure national ownership.
• Collaborate with the team to integrate Caribbean Nationally Determined Contributions (NDCs) and Sustainable Development Goals (SDGs) into national frameworks.
• Contribute to the preparation of inception reports, diagnostic assessments, draft policy guidelines, and final consultancy reports.

Requirements

• Education: Minimum of a Master's degree (MSc or equivalent) in Biology and management, Development economics, Marine/fisheries management, Natural Resources Economics, Natural resources management, Public policy, Sustainable development or other related disciplines
• At least 5 years of proven experience in EIA processes, environmental compliance, environmental policy, and environmental risk monitoring/management in marine and coastal ecosystems
• Strong background in Caribbean NDCs, SDGs, and SIDS policy issues
• Strong quantitative/analytical skills in fisheries stock assessment, mangrove/coral reef/seagrass monitoring
• Languages: Not specified

Desirable

• Previous professional experience working on climate change adaptation projects within the Caribbean region.
• Familiarity with Global Climate Fund (GCF) guidelines and CCCCC operational standards.

An analytical and driven Natural Resource Specialist with deep expertise in marine ecosystem management, environmental policy, and stakeholder engagement within Small Island Developing States.
