Aninver Development Partners is seeking Local Stakeholder Engagement Experts (Non-Key Experts) for an upcoming environment assignment in Saint Vincent and the Grenadines, supported by the Caribbean Community Climate Change Centre. This initiative focuses on developing implementation-ready, country-specific frameworks, action plans, and guidelines to strengthen the protection, restoration, and climate resilience of coastal and marine ecosystems.

The successful candidates will play a crucial role in facilitating community and institutional engagement across Saint Vincent and the Grenadines. They will support local consultations, diagnostic assessments, and stakeholder validation workshops to ensure that national frameworks and management plans effectively incorporate grassroots insights and foster strong local ownership.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Facilitate effective local stakeholder engagement and consultations across Saint Vincent and the Grenadines.
• Support national diagnostic assessments and validate desk review findings with relevant local authorities and community groups.
• Align stakeholder participation approaches with regional climate resilience and environmental management guidelines.
• Contribute to the review and strengthening of local coastal and marine spatial planning instruments.
• Ensure broad-based ownership and participation in the finalisation of implementation-ready national frameworks.

Scope of work

• Conduct stakeholder consultations and technical engagements with government agencies, management authorities, civil society organisations, and community groups.
• Support the identification of national priorities, institutional roles, and implementation challenges regarding coastal and marine ecosystems.
• Contribute to the drafting and refinement of country-specific frameworks, management plans, and policy guidelines.
• Assist in convening in-person validation and presentation workshops in the country to review draft instruments.
• Help prepare consultation records, stakeholder engagement plans, and inputs for the final consultancy reports.

Your role as Local Stakeholder Engagement Experts (Non-Key Experts)

• Plan and execute local stakeholder engagement activities and consultative sessions within Saint Vincent and the Grenadines.
• Liaise with local government focal agencies, marine authorities, and community stakeholders to secure active participation.
• Synthesize feedback from consultations to inform the development of national policies, action plans, and regulatory recommendations.
• Support the logistics and facilitation of in-person validation workshops and meetings.
• Provide localized insights on institutional coordination, management gaps, and socioeconomic contexts affecting coastal ecosystems.
• Contribute detailed stakeholder engagement logs and annexes for project reporting purposes.
