Aninver Development Partners is preparing a proposal for a consulting assignment commissioned by Navarra de Suelo y Vivienda S.A. in Spain. The initiative focuses on establishing a dynamic purchasing system for specialized consultancy and technical assistance in organizational development, strategic planning, process management, and project execution.

To support this initiative, we are seeking an expert for the Category 3 - Perfil 1: Director/a de Programa, Portfolio o PMO position. The selected professional will play a crucial role in leading complex business and organizational initiatives, ensuring high standards of project governance, and driving successful outcomes across multiple workstreams.

Objectives of the assignment

• Establish a dynamic purchasing system for specialized consulting and technical assistance in organizational development.
• Provide high-level advisory services for planning, direction, execution, monitoring, and closure of strategic business and organizational projects.
• Support the setup, reinforcement, and governance of project management offices (PMOs) using robust methodologies.
• Facilitate the successful implementation of methodologies ranging from traditional cascade to agile frameworks and hybrid models.

Scope of work

• Plan, direct, execute, monitor, and close complex business, territory, energy, and organizational projects.
• Set up or reinforce project management offices (PMOs), defining standards, methodologies, and supporting tools.
• Apply appropriate methodologies including agile, traditional waterfall, or hybrid approaches based on project requirements.
• Provide post-implementation accompaniment to consolidate results and ensure effective knowledge transfer.
• Coordinate multi-disciplinary teams and manage relationships with key stakeholders and client representatives.

Your role as Category 3 - Perfil 1: Director/a de Programa, Portfolio o PMO

• Lead overall program, portfolio, or project management office (PMO) operations under the assignment.
• Define project management methodologies, standards, templates, and reporting dashboards.
• Oversee the full lifecycle of business, organizational, and technical initiatives from inception to closure.
• Ensure alignment of project objectives with organizational strategy and strategic plans.
• Provide expert guidance on agile, traditional, or hybrid execution methodologies.
• Facilitate post-implementation reviews, knowledge transfer, and operational consolidation.

Requirements

• Education: Titulación universitaria de grado o equivalente
• Al menos 10 años de experiencia profesional en dirección de programas, carteras de proyectos u oficinas de gestión de proyectos (PMO)
• Languages: Español

Desirable

• Experience in organizational development consulting within the public sector or housing and urban planning domains in Spain.
• Recognized certifications in project or program management (e.g., PMP, PgMP, PRINCE2, Agile certifications).

An experienced Program, Portfolio, or PMO Director with over 10 years of professional background in project governance and methodology implementation, fluent in Spanish and ready to drive organizational excellence in Spain.
