Aninver Development Partners is preparing a consulting proposal for Navarra de Suelo y Vivienda S.A. (Nasuvinsa) in Spain, focused on establishing a dynamic purchasing system for specialized organizational development consulting. The initiative aims to enhance strategic planning, project management, process management, document management, and digital transformation capabilities across the organization.

We are seeking a Senior Project Manager specializing in organizational and technological projects to join our team of experts. The selected professional will play a pivotal role in planning, executing, and closing complex initiatives, ensuring successful delivery and alignment with the overarching goals of the institution and the broader modernization sector in Spain.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Plan, direct, execute, monitor, and successfully close business, organizational, and technological projects.
• Support the establishment and reinforcement of project management offices (PMOs) by defining methodologies and implementing support tools.
• Apply agile, traditional cascade, or hybrid project management frameworks tailored to the specific needs of each assignment.
• Provide post-implementation accompaniment to consolidate results and facilitate knowledge transfer within the organization.

Scope of work

• Providing expert consulting services for the planning, direction, and execution of organizational and technological projects.
• Setting up and reinforcing project management offices (PMOs), including the definition of standard methodologies and governance frameworks.
• Deploying project management support tools and tracking mechanisms to ensure operational efficiency.
• Applying appropriate methodologies (agile, traditional, or hybrid) depending on the nature of the project.
• Conducting post-implementation reviews and providing continuous accompaniment to ensure lasting operational improvements.
• Collaborating closely with internal stakeholders and multidisciplinary teams to drive digital and organizational transformation.

• Lead the end-to-end lifecycle of complex organizational and technological projects from initiation to closeout.
• Implement robust project management methodologies, templates, and performance tracking tools.
• Facilitate stakeholder communication and manage expectations across various organizational levels.
• Supervise the implementation of management tools and systems to support ongoing business transformation.
• Provide post-implementation support to ensure operational stability and effective knowledge transfer to internal teams.
• Prepare comprehensive project status reports, documentation, and evaluations for project steering committees.

Requirements

• Education: Titulación universitaria de grado o formación técnica equivalente
• Al menos 6 años de experiencia en dirección de proyectos, de los cuales al menos 3 años dirigiendo proyectos organizacionales o de implantación de herramientas o sistemas de gestión
• Languages: Español

Desirable

• Recognized project management certifications (PMP, PRINCE2, Scrum Master, or equivalent).
• Previous experience working on consulting projects for public sector entities or housing and urban development organizations in Spain.

An experienced Senior Project Manager with a robust background in driving organizational and technological transformation projects, combining strong methodological expertise with exceptional leadership and stakeholder management skills.
