Aninver Development Partners is currently preparing a proposal for Navarra de Suelo y Vivienda S.A. (Nasuvinsa) in Spain, aimed at establishing a dynamic purchasing system for specialized organizational development consulting and technical assistance services. Within this framework, we are seeking a qualified Senior Strategic Planning Consultant and Project Director to lead complex institutional planning assignments.

The selected expert will play a critical role in supporting the national housing and land entity with high-level strategic guidance, ensuring robust governance, rigorous performance tracking, and the successful execution of strategic initiatives across the organization. This is a key consulting position requiring extensive expertise in strategic planning and organizational transformation within Spain.

Objectives of the assignment

• Lead the technical direction of comprehensive strategic planning processes for the organization.
• Perform rigorous internal and external context diagnostics to identify key operational and institutional challenges.
• Formulate robust strategic lines, institutional missions, visions, and values aligned with public sector mandates.
• Design effective operational deployment mechanisms, multi-year management plans, and dedicated monitoring frameworks.
• Facilitate structured participatory processes involving governing bodies, internal staff, and relevant external stakeholders.

Scope of work

• Execute specialized consulting services for the diagnosis, formulation, deployment, monitoring, and evaluation of strategic and master plans.
• Conduct detailed macro-environmental and internal organizational assessments to define strategic goals.
• Design and moderate participatory workshops and consultation sessions with key institutional stakeholders.
• Develop operational roadmaps, multi-year management frameworks, and performance scorecards.
• Implement comprehensive Key Performance Indicator (KPI) systems and balanced scorecards for ongoing progress tracking.
• Perform intermediate and final evaluations of strategic implementation cycles to ensure continuous organizational improvement.

Your role as Category 4 - Perfil 1: Director/a de proyecto o consultor/a senior en planificación estratégica

• Act as the lead Project Director and Senior Strategic Planning Consultant for assigned advisory tasks.
• Oversee the end-to-end delivery of strategic planning engagements, ensuring quality control and adherence to timelines.
• Manage relationships with key client counterparts, steering committees, and internal teams.
• Direct diagnostic phases, synthesizing complex data into actionable strategic insights.
• Facilitate high-level workshops, steering meetings, and participatory consensus-building sessions.
• Draft comprehensive strategic plans, management reports, and evaluation frameworks.
• Supervise junior technical consultants and specialized support staff assigned to the strategic planning category.

Requirements

• Education: Titulación universitaria de grado o equivalente
• Al menos 10 años de experiencia profesional en dirección técnica de procesos de planificación estratégica
• Languages: Español

Desirable

• Prior consulting experience working with public sector entities, housing agencies, or urban development organizations in Spain.
• Advanced post-graduate degree in business administration, public management, economics, or related fields.

An experienced Strategic Planning Director with a robust background in guiding organizational transformation, institutional diagnostics, and participatory strategy formulation for public sector entities in Spain.
