Aninver Development Partners is preparing a proposal for a consulting initiative in Spain commissioned by Navarra de Suelo y Vivienda S.A. The assignment focuses on establishing specialized technical assistance mechanisms for organizational development, strategic planning, and management enhancement.

We are currently seeking a qualified Strategic Formulation and Deployment Specialist (Category 4 - Perfil 3) to join our expert roster. The ideal candidate will support organizational transformation and long-term planning frameworks across the country's public and corporate sectors.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Support the comprehensive diagnosis and formulation of strategic and master plans.
• Facilitate the operational deployment of organizational goals and management plans.
• Design robust monitoring frameworks and performance indicators for strategic initiatives.
• Ensure alignment between high-level institutional vision and daily operational execution.

Scope of work

• Diagnosing internal and external contexts to identify key institutional challenges.
• Defining mission, vision, values, and strategic lines for organizational growth.
• Designing participatory processes involving governing bodies, staff, and external stakeholders.
• Translating strategic goals into multi-year management plans and operational roadmaps.
• Developing key performance indicators (KPIs) and balanced scorecards for strategic tracking.
• Conducting intermediate and final evaluations of strategic and master plans.

Your role as Category 4 - Perfil 3: Especialista en formulación estratégica y despliegue

• Lead the formulation of strategic lines, objectives, and specific projects for client organizations.
• Collaborate in the development and rollout of actionable management plans.
• Facilitate participatory workshops and strategic alignment sessions with stakeholders.
• Define measurable targets and operational milestones linked to strategic priorities.
• Monitor the execution of strategic initiatives and draft periodic evaluation reports.
• Provide expert advice on continuous improvement within the strategic planning lifecycle.

Requirements

• Education: Titulación universitaria de grado o formación técnica equivalente
• Al menos 5 años de experiencia en definición de líneas estratégicas, objetivos, proyectos y elaboración de planes de gestión
• Languages: Español

Desirable

• Experience working with public sector entities or housing and urban development agencies in Spain.
• Familiarity with balanced scorecards and advanced indicator frameworks.

A structured strategist with at least 5 years of experience translating high-level organizational goals into concrete management plans and actionable projects in Spain.
